The EU has restricted all non-essential travel into its member countries for 30 days, with the exemption of flights carrying EU nationals and residents, family members of EU nationals and diplomats.

Europe in Lockdown: What Does That Mean?

  • Foreign nationals who are not EU residents or citizens will be denied entry into the EU and Schengen area until 17 April 2020.
  • Exemptions can be made in countries that are non-EU members but are part of the Schengen area, such as Switzerland, Norway and the United Kingdom.
  • In France, foreigners coming from a third state must meet conditions of residency to be allowed entry. Foreigners wishing to leave France from the Paris-Le Bourget Airport (LBG, LFPB) can depart if there are aircraft available to fly them home. Foreigners coming from a third state or in transit to another third state where they are admissible will be authorized for transit.
  • Aircrew members of foreign operators are exempted and allowed to enter French territory but only so they can rest and proceed with their flight operations. Foreigners with a transit or short-stay visa will be denied entry to France. Only individuals holding a long stay visa equivalent to a residence permit will be allowed to enter.

1. MAIN AIRPORT

For private jet operations, the most convenient airport is Toluca International Airport (TLC, MMTO), a port of entry equipped with modern facilities for crew and passengers. Officially known as Licenciado Adolfo López Mateos International Airport, MMTO is a 24/7 airport that does not require slots and Prior Permission Required (PPR).

NOTE: These are no parking restrictions, but Runway 15/33 will be closed from 0600 to 1200 UTC and 1600 to 1900 UTC on February 08, 15, 22 and 29.

MMTO is not accessible via public transportation. However, rental cars, authorized taxis and airport shuttles can be arranged to/from the airport.  4. FLIGHT PERMITS, CUSTOMS AND IMMIGRATION

Landing authorization is required to operate to MMTO. Part 135 flights must also carry a Mexican flight permit.
Flights from South America and the Caribbean must make a Customs stop at Cozumel International Airport (CZM, MMCZ) or Tapachula International Airport (TAP, MMTP). Jetex can arrange the applicable permits on your behalf, if required.

NOTE: All international aircraft operating under Part 91 and Part 135 flights to Mexico may be subject to random ramp checks, in compliance with instructions from Mexico’s Civil Aviation Federal Agency (AFAC). To know more about Mexico’s ramp check policy, please refer to this brief guideline we published previously.

5. VISA

Aircrew and passengers who hold valid United States visas are exempted from obtaining Mexican visas, although this is still subject to nationality. Please note that visa on arrival is not available in Mexico. For more details about Mexican visa requirements and eligibility, please refer to this link.

6. SECURITY

Popular tourist destinations are routinely patrolled by police and security personnel. However, travelers are advised to exercise increased caution outside tourist areas. Stay vigilant and watch out for petty crimes which may happen in both tourist and non-tourist areas.

7. HOTELS

8. CLIMATE

The weather in Mexico City in February is generally pleasant and comfortable, with an average daytime temperature of 75.2°F (24°C). At night, the weather becomes cooler, with an average temperature of 41°F (5°C).

9. VACCINATION REQUIREMENTS

All travelers are advised to have measle vaccinations and routine vaccines such as flu shot and chickenpox vaccine. Hepatitis A and typhoid vaccinations are also recommended.

With around 90 million visitors every year, France continues to hold the number one spot among the most visited countries in Europe. Aside from attracting tourists from all over the world, France is playing a major role in Europe’s business aviation industry.

The French air network is broad and diverse, with 264 airports with business aviation traffic, making all French regions easily accessible by air travel.

The top airports in terms of number of departures are Paris Le Bourget, Nice Côte d’Azur, Cannes Mandelieu, Bale Mulhouse and Bordeaux Merignac.

To operate to France smoothly, here are some important details you need to consider.

1. AIRPORT OPTIONS

Slots

Four airports have slots coordinated year-round:

  • Paris-Charles De Gaulle (CDG, LFPG)
  • Paris Orly Airport (ORY, LFPO)
  • Lyon-Saint Exupéry Airport (LYS, LFLL)
  • Nice Côte d’Azur Airport (NCE, LFMN)

During winter season, Chambery Airport (CMF, LFLB) and Annecy – Haute-Savoie – Mont Blanc Airport (NCY, LFLP) are slots-coordinated. At these stations, especially LFLB, it is best to reserve slots several weeks in advance.

Slots at Cannes – Mandelieu Airport (CEQ, LMFD) are only coordinated during the Cannes Film Festival (12-23 May 2020), while Le Mans Arnage Airport (LME, LFRM) is slot-coordinated during the “les 24 heures du Mans” race (13-14 June 2020).

PPRs

Major hubs in France – LFPG, LFPO, LFLL, LFMN, LFML, LFLL, LFBO and LFBD – accept flights on short notice. Smaller airports require 24 to 48 hours of notice due to absence of customs on site.

Parking

Parking is usually available all around France. Major hubs can restrict parking for 24 hours or less due to high activity, with possible extensions under special circumstances. During special events, it is best to arrange slots and requirements in advance.

2. GROUND HANDLING

Most airports have FBOs available. Major hubs such as LFPG, LFPO and LFLL do not have a dedicated General Aviation Terminals, but diplomatic and/or VIP lounges are available. Selecting Jetex as your ground support provider assures you that you will enjoy a seamless experience even at stations that are originally not meant for Business Aviation. 

Regional airports do not have full Ground Support Equipment (GSE), but regular handling for business jets is possible.

3. FUEL

The French network is very efficient and well-served, therefore a fuel release request is usually sufficient. However, some agents may require a confirmation copy from the fueler to start refueling.

Smaller airports generally work with one fuel company where previous arrangement has been made. Most airports accept fuel cards, credit card or even cash payment if the amount is not too high.

The Air Operator’s Certificate (AOC) must always be presented to the fueler and the Person-in-Charge has to make sure the correct boxes are ticked according to the flight type, as processing claims once the delivery ticket has been signed can take long.

4. GROUND TRANSPORTATION

All transport types are widely available in France. Regular taxis paid through Jetex can be arranged for crew, while limousines and luxury vans for crew and passengers are also available.

Moto taxi can also be arranged in Paris, in case of traffic jams. Helicopters are another option and are commonly used for passenger connections at LFPG, LFPB, LFMN, LFML, LFMD, LFLB, LFLP or LFLS.

5. PERMITS

Any non-EU operator that intends to perform a commercial flight operation into, within or out of any of the following territories requires a Third Country Operators (TCO) authorization issued by the European Union Aviation Safety Agency (EASA):

  • Member states of the European Union
  • Iceland, Liechtenstein, Norway and Switzerland
  • Gibraltar, Åland Islands, Azores, Madeira, Canary Islands, Guadeloupe, French Guiana, Martinique, Réunion, Saint-Martin, Mayotte

Landing Permits

Landing permits are required in France for non-Schengen operators. These requirements do not apply to private operators with non-revenue purposes. These permits are relatively easy to obtain with an official lead time of four business days.

The French Civil Aviation Authority (FCAA) operates from Monday to Friday 0900 to 1800 LT.  Outside operating hours, a permit is available only for urgent flights (medevac included).

For landing permits, the French CAA needs the following up-to-date documentation:

  • Aircraft registration
  • Airworthiness, noise and air operator certificates
  • Worldwide insurance
  • TCO
  • Passenger information
  • Purpose of the trip

Non-European operators willing to perform a flight to/from France also need to first secure non-objection from French operators to qualify for landing permit approval.

All these procedures can be arranged by Jetex on the operator’s behalf. Permits for France are valid up to or within 72 hours; notification to the French CAA is only required for change(s) of inbound or outbound destination, registration or purpose of flight. The change is not required if the schedule update is made within 72 hours of the first approved schedule.

For modifications beyond the validity period, a revision request is needed, and this request is usually processed within 24 hours.

6. CUSTOMS, IMMIGRATION AND QUARANTINE (CIQ)

Customs, immigration and quarantine (CIQ) are cleared within the FBO or at the main terminal if there is no general aviation terminal at the airport. At the FBOs, the clearance process is quick if all the documents have been submitted beforehand. At the airports without a dedicated general aviation terminal, the customs are cleared directly at the immigration desks accompanied by a staff member.

General Declaration (GenDec) copies including passport details submitted 24 hours prior to arrival are requested in a growing number of stations now. Failure to send these before arrival or departure could slow down the CIQ process, or even risk your flight getting refused at some stations if prior notice with all the pax/crew details has not been provided on time (LFTH, LFOH, LFSD, etc.).

7. VISAS

Passenger Visas

Foreign visitors must have a “short stay” visa (Type C) to enter and stay in France for up to three months. This “uniform” visa is common to Schengen States and allows the holder of the document to stay in France and in other Schengen countries, with some exceptions.

Crew Visas

Crew may enter provided they have GenDec, valid passport and crew ID during the private jet turnaround and as long as they stay at a hotel within the airport’s vicinity.

Passports

A passport must be valid at least three months after the expiration date of your visa and has been issued for less than 10 years.

8. HOTELS

A wide range of hotel options is available in France, including many international chain brands. Budget for approximately EUR 100-150 per room per night for regular crew accommodation. Rates at four-star hotels range between EUR 150 and 250 per room per night.

Rates increase during special events, especially in major cities such as Nice during the Monaco Grand Prix, the Cannes Film Festival, or during the Paris Fashion Week or Paris Air Show.

During these periods, advance hotel room reservations are highly recommended.

9. IN-FLIGHT CATERING

In-flight catering services are excellent in major airports and can be provided within short notice. With Paris being the capital and the most attractive city in the country, catering can be arranged directly with top restaurants or luxury palace hotels.

In smaller airports, a 48-hour prior notice is sometimes necessary. Jetex has a wide range of carefully selected providers and can help with catering requirements throughout France.

10. TECH STOPS

Technical stops are not an issue in France, as major airports are fully equipped and can handle any aircraft within short notice.

11. SECURITY

France is a safe country. All airports are secured, with adequate fencing and airside access controls and electronic surveillance.

12. WEATHER

Overall, Metropolitan France enjoys a mild climate. There are differences depending on the season and particular regions.

13. NOISE RESTRICTIONS

In order to reduce noise exposure, the Ministry of Transportation took decrees restricting the traffic at LFPG, LFPB, LFLL, LFBO and LFMN. No flight is allowed during nighttime for certain aircraft types. Contact Jetex for more information on this regulation.

14. PEAK SEASONS

During winter, LFLB, LFLP, LFLS, LFLY and LFLL experience a surge in traffic. Quick turnarounds are often imposed at LFLB during this period due to high demand, especially during the weekend; therefore, advance requests are necessary.

LFMN and LFMD are also very busy during summer. As the closest airport to Monaco, parking can get congested at LFMN during Monaco’s Grand Prix or Yacht Show.

During the Cannes Film Festival, slots can fill up quickly at LFMD but parking is usually available. Additionally, LFMD accepts aircraft up to MTOW 34T. Using LFMN as an alternate for slots and parking also leads to airport congestion, leaving operators the option of parking aircraft at LFML, LFTH, LIMJ or even further at LFTW.

Corsica, and especially LFKF, is highly popular in summer, so only short turnarounds are usually possible at LFKF during this period. Alternate parking or full handling can normally be confirmed at LFKJ, LFKB or LFKC.

15. OTHER CONSIDERATIONS

Vaccinations

Some vaccines are recommended or required in France. The World Health Organization recommends the following vaccinations: hepatitis A, hepatitis B, rabies, meningitis, polio, measles, mumps and rubella (MMR), Tdap (tetanus, diphtheria and pertussis), chickenpox, shingles, pneumonia and influenza.

Language

Most population in France can speak English, so communication rarely poses a problem.

Customs

You must declare capital, securities, such as shares and bonds, and assets such as gold and silver coins that are worth more than EUR 10,000 (or its equivalent in other currencies). Proceed to the Customs office to carry out this declaration (01-48-62-54-44).

It is strictly forbidden to import counterfeit goods, drugs and psychotropic drugs as well as endangered species of fauna and flora. To know more about customs rules and regulations, please refer to this.

Pets

Animals without the necessary certificates will be returned to place of origin most of the time. The regulations below also apply to pets traveling between metropolitan France, French Overseas Departments, French Overseas Territories or transiting if they leave the airport.

1. Take Note of Your Airport Options in Milan

For private jet operations to Milan, the most convenient airport options are Milan Linate Airport and Milan Malpensa Airport.

Milan Linate Airport [LIN, LIML]

LIML serves commercial, business and general aviation aircraft. It is located about 4.34 miles (seven kilometers) from the city center where the fashion week takes place.

LIML operates from 0530 to 2400 (0430 to 2300), 24 hours on request. General aviation traffic is coordinated by west apron coordination (COP) on frequency 131.755 mhr.

Milan Malpensa Airport [MXP, LIMC]

LIMC is an alternative airport located about 31 miles (49 kilometers) from key Milan Fashion Week venues. It is a 24/7 airport serving commercial, business and general aviation aircraft, with its own GA terminal.

NOTE: In both LIML and LIMC, Prior Permission Required (PPR) is not necessary, provided that ground handling is confirmed, and authorities are duly notified of your intended operations. Slots are only required for commercial operations involving aircraft with more than 19 seats.

2. Secure Your Fuel Supply Before Arrival

3. Arrange for Ground Handling in Advance

Ground handling is mandatory in both airports. Jetex Italy can arrange all your ground handling requirements through our network of verified local handlers.

Shuttle buses, taxis and train services serve travelers coming from/going to LIML and LIMC. Jetex Italy can arrange luxury transport services for passengers and crew from LIML or LIMC straight to the hotel or any of the Milan Fashion Week venues.

5. Make Sure You Have the Necessary Flight Permits

All charter (non-scheduled commercial) flights by non-European Union-registered aircraft need landing permits. For any aircraft with up to 19 passenger seats, these operations are referred to as “air taxi flights,” and only annual charter permits are available.

An annual charter permit covers an operator’s entire fleet, assuming all aircraft have been specified on the permit. Once approved, an Italian charter permit is valid for 12 months.

An annual Italian charter landing permit takes 20 business days to process, if the operator has landed within the EU as a charter in the last two International Air Transport Association seasons (March to October and October to March). If not, the processing time will take 45 business days.

AIRPORT OPTIONS

For international private flights bound for New York, the following airports are ideal for business jet operations:

Teterboro Airport [TEB, KTEB]

Teterboro Airport is the most popular option for private jets heading to New York. Although located in Bergen County, New Jersey, KTEB is a mere 12 miles away from Midtown Manhattan, providing travelers the easiest and most convenient access to New York City, particularly if road traffic conditions are good.

KTEB is open 24/7 but customs only operate between 0730 and 2330 LT. Special arrangements can be made upon request. A general aviation reliever airport, KTEB can accommodate private jets, helicopters, pistons and turboprop airplanes.

However, any aircraft in excess of 100,000 pounds is not allowed to operate in KTEB. Hangars and tie-downs are available parking arrangements at KTEB. Slots are not required.

Aircraft operating in KTEB must follow stringent noise restrictions for departures:

  • 80 dB(A) departure limit on Runway 24 from 2200 to 0700 LT
  • 90 dB(A) departure limit on Runway 24 from 0700 to 2200 LT
  • 95 dB(A) departure limit on Runways 01, 19 and 06 at all times
  • 95 dB(A) departure limit for helicopters at all times

Westchester County Airport [HPN, KHPN]

Westchester Country Airport is the preferred choice for private jet fliers and operators looking for an alternative airport to KTEB. Located in White Plains, New York, KHPN is about 50 miles away from Midtown, Manhattan. This proximity to New York City is the reason many Fortune 500 companies have made KHPN the base of their corporate jets.

Also known as White Plains Airport, KHPN serves private, general and commercial aviation aircraft. Slots are not required at KHPN, and air traffic control hours are from 0600 to 2300 LT.

The airport implements a Voluntary Restraint From Flying (VRFF) Program, or simply voluntary curfew, which advises operators against flying between midnight to 6300 LT daily. Although not mandatory, operators are strongly encouraged to follow curfew.

Republic Airport [FRG, KFRG]

Located in East Farmingdale on Long Island, New York, KFRG is an exclusive private aviation airfield. Because it sees less aviation traffic, takeoffs and landings are quicker compared with the busier airports of KTEB and KHPN.

Slots are not required but Prior Permission Required (PPR) is necessary for aircraft with 30 seats or more, as well as for aircraft weighing more than 60,000 lbs. Pilots operating flights from another country must inform KFRG at least 4 hours before arrival. Customs and Border Protection office operates from 0600 to 2345 LT, while Control Tower hours run from 0700 to 2300 LT.

KFRG implements a voluntary curfew program between 2200 and 0700 LT. Operators are advised to follow noise abatement procedures:

  • Use thrust reduction techniques
  • Use Standard Instrument Departure (SID) runway 32
  • Use stage 3 aircraft, whenever possible
  • Use runway 01/19, whenever possible
  • Use National Business Aircraft Association or Manufacturer’s Suggested Noise Abatement Techniques

Long Island MacArthur Airport [ISP, KISP]

Long Island MacArthur Airport serves commercial, business and general aviation operations. Located in Ronkonkoma, New York, on Long Island, KISP is another alternative for private aviation travelers bound to the Big Apple.

It is about seven miles away from the central business district of Islip Town and about 54 miles from the east side of Midtown Manhattan. Slots are not required at KISP. Control tower operates from 0600 to 2400 LT.

PERMITS

A Transportation Security Administration (TSA) Waiver is mandatory for non-United States-registered aircraft that does not meet requirements set by the Federal Aviation Administration. (See FAA’s special instructions here.)

For aircraft registered from China, Cuba, Iran, North Korea, Russia, Sudan and Syria, an FAA Route Authorization Approval is also required. Additionally, aircraft operating to the US must have their valid Customs and Border Protection (CBP) Decals, and a pre-arranged inbound/outbound Electronic Advance Passenger Information System (eAPIS) if operating to/from an international airport.

VISA

Any non-US citizens and/or non-US permanent residents operating to US must have valid US visas before arriving in US territory. The visa needs to be arranged prior to arrival.

For flights that are Signatory Visa Waiver Program (VWP) carriers, foreign citizens or nationals of participating countries (see list below) can travel to US for tourism or business purposes for 90 days or less without a visa, provided the program’s requirements are met.
