Airport Options in Rome

Leonardo da Vinci International Airport (IATA: FCO, ICAO: LIRF), also known as Fiumicino Airport, is the main international airport in Rome. LIRF is also one of the busiest airports in Europe by passenger traffic, having served more than 40 million passengers in 2015. The airport is located in Fiumicino, 35km west of Rome’s historic city center. Ciampino–G. B. Pastine International Airport (IATA: CIA, ICAO: LIRA), or simply Ciampino Airport, is the secondary international airport serving Rome. LIRA is situated 12km southeast of central Rome, and is the city’s principle airport for General Aviation (GA) flights.

Both airports can be used as an Airport of Entry (AoE) 24/7. LIRA’s operating hours are from 06:00 local time until 23:20. GAT is open from 07:00 until 23:20. Extensions are not possible at LIRA unless required for humanitarian, ambulance or state flights. Customs is available only upon request. LIRF is a scheduled commercial operations-oriented airport, and can only be used for GA flights when LIRA is closed between 23:00 and 06:00.

PPR, parking permits and airport slot bookings are mandatory at both airports. Long-term parking can be granted, based upon availability. Both airports are capable of providing full ground handling services. Helicopter transfers can also be arranged on request. Note there is no terminal at LIRF for GA operations, passengers and crew are required to go to the main airline terminal to clear customs and immigration. Both airports offer VIP and crew lounges.

Traffic Rights and Landing Permits

Air traffic rights are certified by the Italian CAA for any non-European Union (EU) carrier flying to Italy for the first time. Both private and charter flights require landing permits/PPR and parking permission. A landing permit/PPR can be issued on very short notice, however obtaining air traffic rights can take longer.

According to ENAC, first-time air carriers wishing to operate flights into Italy with approved configuration aircraft are required to submit the following documentation, at least 20 days before the date of their first flight:

  • Air Operator Certificate (AOC), with attached operations specifications (must be compatible with TCAS II version 7.1).
  • Registered office mailing address, fax and email.
  • Insurance certificate, drawn up in the standard format of ENAC and valid to cover all aircraft to be used.
  • Security program, together with a letter from the CAA of the carrier’s country certifying ICAO Annex 17 compliance.
  • European Aviation Safety Agency (EASA) Third Country Operator (TCO) authorization.

Crew Visa

Visas cannot be availed on arrival. Depending on the crew’s nationality, they may require entrance visas. Certain nationalities can be cleared on GenDec using their ICAO crew ID.

When flying to the United States, it is important to pay close attention to local cabotage restrictions. These regulations have a considerable impact on the operations of non-US registered business aircraft within the US. Non-compliance can result in sizable fines, and even restrictions on future operations in the country.

Overview

Cabotage can be defined as the carrying of passengers or cargo within a country by a foreign registered operator, other than as part of a through trip. This practice is prohibited under US laws 49 USC and 41703, as well as 294.81 of the DOT’s economic regulations. Cabotage restrictions are strictly enforced by the Department of Transport (DOT). These rules apply to charter (non-scheduled commercial) operations, but not to private non-revenue flights. Note that for cabotage purposes, the term “United States” includes all US territories.

Regulatory Bodies

The DOT is responsible for US cabotage restrictions and creates the relevant regulations, whilst the US Customs and Border Protection (CBP) monitors and enforces these regulations. The CBP requires customs officers to report all suspected cabotage violations, and the rules are strictly enforced.

If you are operating a charter flight within the US, it is vital to notify the CBP of passenger and crew information for every leg of the flight. This will be checked by CBP officials, and if there are no violations detected they will issue a permit to proceed for the next leg of the flight. This is a stamp on the General Declaration (GenDec) for each leg of the journey. All non-US registered charter flights must comply with these requirements.

Consequences of Violations

Operators of non-US registered charter flights need to be aware of all permit to proceed requirements, and the correct process for obtaining these permits. Once obtained, a log number will be issued. The CBP will then monitor this to ensure the operator has all necessary permits required for their journey. If any violations occur, fines may be imposed and the operator can even be banned from operating in the US, particularly in the case of repeat offenders.

Operators of foreign-registered charter aircraft flying to the US are required to have a customs bond, and any penalties incurred as a result of cabotage will be charged against this. If an infraction takes place the operator will receive a notice of intent regarding the fine, and is given a fixed period in which to submit a letter of defense. If it is subsequently established that an infraction has occurred, payment will be obtained directly from the operator’s customs bond.

In cases where CBP officers suspect that cabotage may be about to take place, they will not permit the passengers in question to board the aircraft. In general, charter operators are not allowed to pick up passengers in the US and drop them at another location within the country, unless the passengers are continuing on with the same aircraft to a point outside the US.

Example of Cabotage

Regulations in the US focus on the movement of each passenger individually. For example, if a flight arrives in the country on a foreign-registered commercial aircraft, then picks up another passenger who is transported to a second destination within the US, this is considered cabotage. The reason for the passenger’s trip is not taken into consideration by the CBP, nor is the citizenship of the passenger and source of payment for the flight.

Special Cases

Exemptions are available in special cases, which allow operations that would otherwise be considered cabotage. The DOT is the only entity permitted to provide these exemptions, and in most cases these are not given to charter operators.

Flying to Lisbon

Lisbon Airport (IATA: LIS, ICAO: LPPT), also known as Portela Airport, is the main international gateway to Portugal. It is one of the largest airports in Southern Europe, and served over 20 million passengers in 2015. The airport has two main terminals, and includes an executive area for General Aviation (GA). LPPT is fully equipped to provide ground handling services for all types of aircraft. An executive lounge for VIP and crew is also available.

Lisbon Airport serves as an Airport of Entry (AoE), with customs and immigration available 24/7. Please note pax and crew passport information must be submitted before the flight. Airport slots are mandatory for all flights into LPPT. A parking permit is also required for aircraft operating for more than three hours. Due to a shortage of aircraft parking space at this airport, long-term parking is not an option. Any aircraft parking for over three hours need to obtain an Airport Management Permit. For this reason, Cascais Airport (LPPR) is a better option for aircraft requiring long-term parking.

Noise restrictions apply from 00:00 to 06:00 local time. Night slots are required with noise level information, sideline, landing approach and takeoff. Helicopter transfers are also available at LPPT. In order to make all necessary arrangements, it is suggested that you inform your trip support provider at least 24 hours prior to arrival.

Alternate Airports

Cascais Municipal Aerodrome (IATA: CAT, ICAO: LPCS) is situated 20km west of Lisbon. Although LPCS does serve as an AoE, the airport is not open 24 hours. Standard operating hours are from 08:00 local time until sunset. It is possible to extend until 23:59, and between 07:00 to 08:00. Customs and immigration are available at LPCS only through prior arrangement.

Although PPR is mandatory, airport slot booking is not required. The airport has a VIP lounge available. Ground handling services at LPCS include towing, GPU, and interior/exterior cleaning. It is recommended to check first with the airport handler if they can accommodate your aircraft. Parking permits are not required, and long-term parking is available upon request. All mentioned arrangements can be secured, providing the request is sent at least 24 hours before the flight.

Francisco Sá Carneiro Airport (IATA: OPO, ICAO: LPPR), also known as Porto Airport, is the second busiest international airport in Portugal after Lisbon Airport. Porto Airport is located 11km northwest of Clerigos Tower in the city of Porto. LPPR is approximately 277km away from LPPT. Porto Airport is open 24/7 for certified operators, subject to slot approval and submission of the appropriate aircraft/helicopter noise certificates. There are no restrictions on customs and immigration, however GenDec must be submitted 24 hours prior to arrival.

PPR is not required, although airport slots are mandatory. LPPR is fully equipped for all ground handling services. A VIP terminal is available upon request for passengers only, between 05:00 and 01:00 local time. An aircraft parking permit is required, and long-term parking is available. Operators traveling to Lisbon can first drop off their passengers at LPPT and fly to LPPR for long-term parking. Helicopter transfers are also available. It is recommended to submit your requests for slots and all necessary permits at least 24 hours prior to arrival.

Landing Permits and Crew Visas

Landing permits / PPR are only required for charter, taxi or commercial flights for non-EU operators performing international flights into Lisbon. Aircraft documents required to apply for a landing permit include a valid Air Operator’s Certificate (AOC), airworthiness certificate, insurance, registration and noise certificate. Landing permits can be applied for 24 hours prior to the flight. Crew visas will not be necessary for those on duty.

Marseille - Spain

Airport Information

Marseille Provence Airport (IATA: MRS, ICAO: LFML) is the 5th busiest French airport by passenger movements, and 3rd largest for Cargo. The airport is located is located 27km northwest of Marseille (around 30 to 60 minutes away, depending on traffic). LFML is an Airport of Entry (AOE) with customs and immigrations available 24/7.

Landing Permits

Charter operations to LMFL require a landing permit. For private non-revenue operators, permits are not compulsory.  Permits can be arranged on short notice if an aircraft parking stand is confirmed. For noisy aircraft, a suitable noise certificate must be provided. An airport curfew is applied on noisy aircraft between 22:00 and 06:00 local time.

PPR and Slots

Prior Permission Required (PPR) is necessary for certain airports in France, and is usually dependent on parking availability. At Marseille Provence Airport, PPR and slot bookings are only required during special events, such as the Cannes Film Festival, Grand Prix de Monaco and Grand Prix du Castellet. Apron booking will not be completed until an official handling request has been sent. Long term parking is only accessible during the daytime, between sunrise and sunset. Generally, all permits and bookings can be arranged within short notice. However during special events, a minimum 24 hours prior notice is requested.

Ground Handling Services / Helicopter Transfers

Marseille airport is fully equipped with all ground handling services. Although there are no helicopter charter companies based in LFML, transfers can still be arranged if required.

Adolfo Suárez Madrid–Barajas Airport (IATA: MAD, ICAO: LEMD), also known as Madrid–Barajas Airport, is the primary international airport serving Madrid. It is one of the largest airports in Europe, and the busiest airport in Spain, having served over 47 million passengers in 2015. The airport consists of 5 passenger terminals and is situated just 9km away from the city’s financial district, and 13km northeast of its historic center.

Landing permits are not necessary for private flights, but are mandatory for charter flights. Requirements for the permit will be advised once an official request has been submitted. Landing permits are issued by the Spanish Civil Aviation Authorities (CAA), also known as the Agencia Estatal de Seguridad Aérea (AESA). Lead time is generally a minimum of 72 hours, provided all documents and information are submitted correctly. Any visas required for passengers and crew must be arranged prior to arrival in Spain.

Madrid–Barajas Airport serves as an Airport of Entry (AOE), 24 hours a day. Airport slots and PPR are required for General Aviation (GA) flights. An aircraft parking permit is needed, however there are no restrictions on long-term parking. The approximate lead time required for arranging slots, PPR and permits is a minimum of 3 hours. It is recommended to arrange these at the earliest available opportunity. LEMD offers VIP and crew lounges. The airport is fully equipped to handle all types of aircraft.

London England

UK Landing Permits

Private operators do not require a landing permit for flying into the UK. Landing permits are mandatory only for non-European (EU) registered charter flights landing in the UK, to either offload or board passengers. Permits are not required for technical landings with no in/out pax/cargo movements, or charter flights for re-positioning with no passengers on board.

Since 2014, all landing permits and revisions are being processed by the UK Civil Aviation Authority (CAA). In order make permit processing more efficient, the CAA has decreed that UK based charter operators can no longer object to charter permit requests. However the CAA has also terminated the option of overtime processing of permits. Therefore, it is strongly recommended to submit an application ahead of time. Requests will be processed only during normal hours, or at the CAA’s discretion. The operating hours for the CAA permit office are Monday to Friday, 09:00 local until 17:00 local time. The office is closed on weekends and public holidays. Lead time to acquire a landing permit depends on how far in advance the required documents and information have been submitted. Flying to London

London has one of the largest city airport systems in the world, in terms of passenger traffic. The city is served by multiple airports that can handle General Aviation (GA) flights. Choosing the best airport depends on a number of factors, including:

  • Purpose of the flight
  • Client’s preference
  • Proximity to the location or event you are planning to attend
    airport operating hours, restrictions and availabilities

In this blog, we will focus on the top three airports catering to GA, based on the above mentioned variables.
London Stansted Airport (IATA: STN, ICAO: EGSS) is located in Essex, 48km northeast of Central London. EGSS is ranked the 4th busiest airport in the UK, and is also one of the most flexible. The airport caters to GA with full ground handling services, and VIP/crew/driver lounges. Airport of Entry (AOE) and customs and immigrations is available 24 hours a day at Stansted. There are no restrictions to customs and immigration, as long as pax information is submitted in advance.

An important point to keep in mind is that although the airport is open for 24 hours, FBO and ground handling services are not always available without prior notice. Operations are available 24 hours, upon request. Slot booking is required for EGSS, however parking permits and Prior Permission Required (PPR) are not necessary. Parking can be provided for all aircraft up to B767 on the FBO’s private ramp. It is recommended that operators inform their trip support company or handling agent at the earliest opportunity in order to confirm ramp parking, PPR and slots. Long-term parking options are available with additional charges. Helicopter transfers can also be arranged (subject to availability).

London Luton Airport (IATA: LTN, ICAO: EGGW) is a major international airport located 3km East of Luton, Bedfordshire, and 47km north of Central London. Luton Airport is the 4th largest airport in London. In 2015, it was ranked as the 5th busiest airport in the UK, serving over 12.2 million passengers. EGGW is an AOE airport, with customs and immigrations available 24 hours a day. Parking permits and PPR are not required, but slot booking is mandatory.

EGGW offers full ground handling services along with ample parking space (including long stand parking). Hence, EGGW and EGSS are generally the favored options for international operators flying into London. Other airports such as EGLC and EGTK offer more limited parking space, and at higher costs.

London City Airport (IATA: LCY, ICAO: EGLC) is another major international airport, located in Royal Docks (London Borough of Newham). The airport is about 11km east of the City of London, and close to Canary Wharf (two of London’s major financial districts). London City airport is the ideally placed to serve travelers visiting these two destinations.

EGLC also caters to GA and can be used as an AOE, with regular UK customs and immigrations services. Security screening is only mandatory from aircraft that are not privately owned, and are over 10 tons. Airfield operating hours at EGLC are Monday to Friday from 06:30 to 22:00 local time, Saturdays from 06:30 to 12:30 and Sundays from 12:30 to 21:45. Slot booking is required at EGLC, whereas PPR and aircraft permits are not. London City airport is fully equipped for all ground handling services, with no restrictions on long-term aircraft parking. The on-site FBO also offers VIP and crew lounges. Operators should submit their requests for arrangements as soon as their flight details are confirmed.

The Big Apple, better known as New York City (NYC), is the most densely populated and diverse metropolis in the United States. The city is home to more than 8 million people, speaking as many as 800 languages. New York is made up of five boroughs, each with their own culture and atmosphere. These are ManhattanBrooklynQueens, the Bronx and Staten Island.

New York is arguably the financial and cultural capital of the world. Manhattan boasts the largest central business district of any city, and the most affluent real estate market in the world. The city contains some of the planet’s most iconic structures and landmarks, including the Empire State BuildingChrysler Building, the United Nations HeadquartersRockefeller CenterBroadway and Times Square. Visitors can also explore more than 80 museums and many famous parks throughout the five boroughs.

In 2015, NYC welcomed a record-breaking 60 million tourists, with 12 million of them from outside the United States. The Big Apple is known as the city that never sleeps. It is famous for its special nightlife, with entertainment, transportation, restaurants and shopping all available 24 hours a day.

U.S. Landing Rights, eAPIS and TSA Waivers

Landing rights are not required for domestic flights within the United States. International flights are required to file an eAPIS. Landing rights only apply to international operators. If an operator is planning to land in 2 or more locations within the U.S. they will need an online TSA Waiver approval, plus landing rights for each of the locations.

For acquiring clearance and landing rights, Customs Border Protection (CBP) require pilots of private aircraft to transmit the passenger manifest electronically for each individual traveling onboard the aircraft. The original arrival and departure manifest must be submitted via eAPIS. Although the pilot will still be the main responsible party, regulations also allow the pilot to designate a trip support company to transmit the information to CBP. A confirmed manifest may be submitted in advance, up to one hour prior to departure from origin. CBP recommends that operators do not submit the manifest until the flight details and traveler list have all been finalized.

As per the TSA-related NOTAMs issued on December 11, 2015, operators of aircraft under 100,309 lbs maximum takeoff weight no longer require TSA Waivers when flying within the U.S., unless their aircraft are registered under “special interest” countries. The special interest countries list currently includes China, Cuba, Iran, North Korea, Russia, Sudan, and Syria. Operators of aircraft registered under these countries require a TSA Waiver for all flights within U.S. airspace, territories, and possessions. They also need Special Routing Authorization from the Federal Aviation Administration (FAA). TSA Waiver approval usually takes 5 to 7 working days.

Jetex Flight Support recommends that operators inform us of their flight schedule as soon as possible, to allow sufficient time to check CBP office hours for intended airports. Different airports have different CBP timings. If in case CBP is closed during a date or time at your preferred location, Jetex will advise an alternate option accordingly. CBP overtime may be possible at some locations or instances, but only at the CBP’s own discretion.

Crew and Passenger Visas

In general, all foreign citizens who wish to enter the United States must obtain a visa first, either a non-immigrant visa for temporary stay, or a transit visa. Visas can be obtained as crewmember (D) visas, transit (C-1) visas, or combined C-1/D visas.

Primary and Secondary airports

There are multiple airport options for flying into New York City. We would suggest John F. Kennedy International Airport (IATA: JFK, ICAO: KJFK) as the Primary, and LaGuardia Airport (IATA: LGA, ICAO: KLGA) as the secondary option.

JFK is situated in Queens borough, 20km southeast of Lower Manhattan. It is ranked as the busiest airport in New York City, handling over 55 million passengers in 2015. LGA airport is located in the northern part of Queens. The airport served about 31.4 million passengers in 2015, making it the third busiest airport in NYC. Newark Liberty International (IATA: EWR, ICAO: KEWR) combined with JFK and LGA create the largest airport system in the U.S. in terms of passenger traffic.

Tips for operators: AOE, CBP hours, slots, parking, restrictions and FBO services

Both JFK and LGA offer Airport of Entry (AOE) 24 hours a day, 7 days a week. CBP normal operating hours for JFK are Monday to Sunday, 06:00 until 16:30 local time. Aircraft arriving after the operating hours (arrivals between 23:00 until 06:00), will need to call and confirm with JFK CBP by 17:00 on the preceding day.

LGA airport regular CBP operating hours are from Monday to Sunday 08:00 until 22:00 local time. Operators arriving after the regular hours need to be confirmed with LGA CBP by calling before 20:00 on the preceding day.

Booking airport slots is not required at JFK. However booking is required at LGA. Slots timings are limited at LaGuardia, from Monday to Friday 06:00 until 21:59, and on Sundays from 12:00 until 21a:59. With the exception of TSA Waivers, all other services can be arranged for these two locations within 24 to 48 hours. Random restrictions are sometimes announced for different reasons such as VVIP movements. Operators are therefore advised to plan ahead, and check for any NOTAMs updates.

Aircraft parking permits are not required at either airport. Long-term parking can be granted, however this is subject to availability. Both airports are equipped with full ground handling services, and offer VIP FBO lounge facilities. Helicopter transfers can also be arranged at both airports.

MEBAA Show 2016 exhibit in Dubai

This December, Dubai hosts one of the biggest events in the aviation industry calendar. The Middle East and North Africa Business Aviation Association (MEBAA) Show is the region’s leading business aviation exhibition, and a must-attend event for companies across the entire industry.

Now in its seventh edition, the MEBAA show will be held from December 6 – 8 at the Dubai South Airshow Site. This biennial event is designed to generate dialogue on matters concerning the General Aviation (GA) industry, both within the Middle East and beyond.

The exhibition welcomes visitors from all industry sectors, including private and charter operators, suppliers, government leaders, banking, insurance, aviation sales, international media and more. MEBAA offers exhibitors an opportunity to promote brand awareness, and to showcase the latest innovations in products and services to key industry decision makers. It also provides participants with a focused environment in which to build relationships with existing and prospective clients.

Since its establishment in 2006, MEBAA has become the largest and most influential business aviation event in the Middle East. The local market has witnessed significant growth over the past decade, with the number of active business aircraft in the region increasing by 68 percent. Dubai’s Al Maktoum International Airport has also experienced a 265 percent increase in GA traffic since its opening.

The last MEBAA show in 2014 was a huge success, attracting 8,314 attendees from 80 different countries. The event featured 422 exhibitors from 48 countries, and 44 aircraft were on show in the static display. Over 330 regional and international media companies were present, generating extensive interest around the world.

Flying to the MEBAA Show

Landing Permits

Private and Charter flights to the UAE both require landing permits. The average lead time to arrange a permit is 72 hours. Obtaining a permit under short notice, or revision of an existing permit, is possible at the CAA’s discretion.

Below are the standard requirements for a UAE landing permit:

  • Registration certificate
  • Airworthiness certificate
  • Airworthiness review
  • Insurance certificate
  • Call Sign ICAO certificate
  • Aircraft MTOW
  • Installation certificate on the TCAS II Version 7
  • Maintenance release certificate
  • Radio station license
  • Noise certificate
  • RVSM approval

Primary Airport

There are two major international airports available for GA operations to Dubai. These are Dubai International Airport (IATA: DXB, ICAO: OMDB), and Al Maktoum International Airport (IATA: DWC, ICAO: OMDW). Due to OMDB being highly congested with commercial traffic, MEBAA has been strategically organized to take place at the DWC airshow site. This makes Al Maktoum International Airport the primary airport option for operators attending MEBAA.

OMDW is situated approximately 40km southeast of Dubai. The airport is currently undergoing massive expansion. Development is expected to be completed by 2020, when the airport will have the capacity to handle more than 160 million passengers per annum. At the moment, OMDW is capable of handling up to 400,000 passengers per year.

Dubai International Airport has been ranked as the world’s busiest airport by international passenger traffic, and has only two runways. OMDB is primarily dedicated to scheduled commercial flights, and is the home base for Emirates Airlines and Flydubai. OMDB airport is located about 5km east of Dubai, and 65km away from OMDW.

Both OMDB and OMDW offer 24-hours Airport of Entry (AOE), and are fully equipped to support GA flights. Both airports require airport slots and aircraft parking to be booked in advance. Long-term parking availability will depend on the aircraft type. Helicopter transfers are only available from OMDW. It is also important to note that OMDW airport runways are closed every Monday from 20:00 until 20:45 UTC. During this time, the airport will be closed for all arrivals and departures.

When flying to the USA, there are a number of important things to consider in terms of documentation and procedures. The paperwork can be complex, with consequences for oversights ranging from delays or fines, all the way through to trouble with the law and restrictions on future operations. It is highly recommended to cross-check all requirements with your handler in advance, to avoid any surprises on arrival.

The Jetex dispatch team has a wealth of experience in this area, and will make sure that you are kept fully up to date on any changes in regulations. There now follows a summary of some the most important points to remember.

Visa Requirements

Everyone on-board your aircraft will require visas, unless they are US nationals, permanent residents or Canadian citizens traveling for non-business purposes. All passports must be valid for the entirety of the stay, and permanent residents need to show their Green Cards. For those traveling without a visa, U.S. Customs can fine the individual concerned, the operator, or any service provider who has assisted them. All visas must be arranged in advance, as there is no visa on arrival in the U.S.

Passengers of certain nationalities may fall under the Visa Waiver Program (VWP), which allows them to enter without a visa. Any passengers who qualify must have an Electronic System for Travel Authorization (ESTA) approval, and the aircraft operator needs to be registered in the program. Only passengers can avail of this advantage, there is no VWP for crew. To learn more about the VWP, please visit the US Department of State website here.

TSA Waivers

If you have a non-U.S. registered aircraft, a TSA waiver may be required. This depends both on the flight schedule, and where the aircraft is registered. If needed, all passengers, crew and destinations must be approved on the waiver. A TSA waiver may also be required for flying over U.S. airspace, so be sure to confirm all requirements with the Jetex team in advance.

APIS

To ensure a smooth passage through Customs and Immigration, Advanced Passenger Information System (APIS) must be submitted prior to arrival/departure. The full passenger and crew information must be electronically transmitted via a secured system. All details must match exactly with the traveler’s passports.

Border Overflight Exemptions (BOE)

Flights originating from below the 30th parallel are generally required to clear Customs, Immigrations and Quarantine (CIQ) at an approved Airport of Entry (AOE) near the border. It is possible to bypass this process with a Border Overflight Exemption (BOE), as long as your destination is an AOE and customs arrangements have been made in advance. BOE can be arranged for one specific trip, or on a yearly basis.

Special Requirements for Charter Operators

Charter operators must obtain customs clearance both on arrival and departure, whereas private non-revenue operations require only inbound customs clearance. A “permit to proceed” to the next destination is also required (from one airport to the next, for the full length of the U.S. travel). Charter operations to the U.S. also need to arrange a customs bond, as a guarantee of payment for any fines which may be levied by CBP.

Temporary Flight Restrictions (TFRs)

Temporary Flight Restriction (TFR) is a short-term airspace restriction that covering a specific area around a destination. These may be issued when a major event is in progress, or for VVIP movements to certain airports. Once a TFR is issued, only authorized operators are permitted to move within the designated airspace. Such restrictions are published by NOTAMs, and are generally issued within 24-72 hours of a closure.

Route Clearance

For any aircraft which are registered in “special-interest” countries (China, Cuba, Iran, North Korea, Sudan, Russia, and Syria), these must obtain special-route clearance prior to operating within U.S. airspace. Clearance is issued by the Federal Aviation Administration (FAA). Aircraft registered in Hong Kong, Macau, and Taiwan are not currently subject to these requirements. When applying for clearance, five business days advance notification is needed. Short-notice requests may be granted at the discretion of the Transportation Security Administration (TSA) and the FAA, however it is advised to apply as early as possible. Once granted, the clearance will be valid for between 24 and 72 hours. Operators who fail to comply with these regulations can face hefty fines, or even a ban from operating in U.S. airspace.

Customs Operating Hours / Clearance Limitations

Before flying to any U.S. airport it is important to check customs operating hours, and any overtime policies. If special arrangements have been made and a delay arises, be sure to notify the local customs office immediately. Arriving outside of normal customs operating hours may result in a change of destination or delays to your trip. Additionally, note that some smaller AOEs cannot process certain non-U.S. nationals or Electronic System for Travel Authorization participants, as they do not possess the necessary equipment. In these cases, an alternative AOE may need to be considered. In order to avoid such complications, ensure that the local Customs officers are advised on the nationalities of all crew members/passengers onboard.
