This Sunday October 30, the Mexican Grand Prix will take place at the Autódromo Hermanos Rodríguez. Following a successful return in 2015, the iconic venue will once again host a 71 lap race over a 4.3km circuit. Last year’s event entertained more than 336,000 attendees over 3 days, and was highly praised by Formula One fans. This year, the Mexican Grand Prix is anticipating even a larger turnout.

Race lovers keen to take full advantage of this Formula One Fiesta can attend the practice and qualifying rounds. Three practice rounds will take place, starting from Friday October 28 until Saturday 29. The qualifying round will be held in the second half of Saturday, leading up to the main race on Sunday.

The Mexican Grand Prix first began as a non-championship event in 1962. Championship races were held annually from 1963 to 1970, and 1986 to 1992. However the race was beset by difficulties, which led to its absence from the Formula One calendar for over two decades. Finally, the Grand Prix Championship made a spectacular return to Mexico in 2015. Mercedes’ Nico Rosberg claimed a historic victory at this much-anticipated race.

Primary Airport for attending the Mexican Grand Prix

The ideal international airport for operators attending the Mexican Grand Prix would be Licenciado Adolfo López Mateos International Airport (IATA: TLC/ ICAO: MMTO), in Toluca. Benito Juarez International Airport (IATA: MEX/ ICAO: MMMX) in Mexico City is closer, but is only open to governmental and scheduled commercial flights.

MMTO offers 24 hour Airport of Entry (AOE) and caters to business aviation. Airport slots are not required, and hangar parking space will be offered according to availability.

Alternate Airport

Jetex Flight Support would recommend using Querétaro International Airport, also known as IATA: QRO/ICAO: MMQT as the best alternative option. Querétaro also offers 24 hours AOE and Customs and Immigration. However, please note that the FBO operational hours are from 14:00 to 01:00 UTC. Overtime will be charged and can be arranged until 05:00 UTC if requested before 22:00 UTC. Slots are not required at this airport. Security services and a VIP lounge are also available at MMQT, with ample aircraft parking space at the General Aviation side.

Mexico Landing Permit

Landing Permits are mandatory for both Part 91 (private non-revenue) and Part 135 (non-scheduled commercial) flights to Mexico. For private jet operators, the following aircraft documentations are required for landing authorization (at least 24 hours prior to the travel date):

  • Airworthiness certificate
  • Registration certificate
  • International OR Mexican insurance
  • Pilot licenses and medical certificates.

If insurance is Mexican, please ensure it states that it is for private use (“Uso Privado”).

For charter/non-scheduled commercial operators, the following aircraft documentations are required (at least 72 hours prior to the travel date) for a single landing authorization arrangement: Airworthiness certificate, registration certificate, international AND Mexican insurance (both required by Mexican CAA), pilot licenses and medical certificates, FAA OST 4507 Form (for ‘N’ registered aircraft), OPS SPECS (if operators are from another nationality), and Power of Attorney. Note, if insurance is Mexican, please ensure it states that it is for commercial use (“Uso Charter-Commercial”).

According to active NOTAMs, Runway 15/33 will be closed on following dates:

From 17:00 UTC October 18, 2016 until 18:00 UTC October 25, 2016

Only on Tuesdays, from 18:00 UTC November 1, 2016, until 19:00 UTC November 29, 2016

Ground Transportation and Helicopter transfer

MMTO is approximately two to two and a half hours away from the Autódromo Hermanos Rodríguez by road (depending on traffic). Querétaro International Airport, whilst MMQT is approximately three to three and a half hours away from the Grand Prix venue by road. AOE, Permits, PPR, Slots, and Aircraft Parking

All five airports mentioned above offer Airport of Entry (AOE) services 24 hours a day. Landing permits are not required for private domestic or international flights, or commercial domestic flights within Morocco. Landing Permits are only required for commercial international flights. A minimum lead time of 24 business hours is required for arranging a Moroccan landing permit. The Moroccan Civil Aviation Authority (CAA) operational hours are 08:00—15:00 UTC, Monday—Friday only.

Prior Permissions Required (PPR) does not apply to CMN/GMMN, RAK/GMMX, RBA/GMME, and AGA/GMAD, only the valid flight plan is required. PPR is mandatory for only VIL/GMMH. Slots are granted on a 30 minute basis, through the initially filed flight plan.

Aircraft parking is available on a first-come first-served basis. Our dedicated Jetex professionals are available to coordinate with the local control tower for any last minute requests and pre-booking of parking for special flights.

Recommendations: Hotel Booking, Visa requirements and Documentation

Please be advised that airports GMMN, GMMX always have high traffic volumes, in terms of aircraft movements. GMME rarely has high traffic due to a lack of commercial airline operations, as well as GMMH, which has only two commercial flights per day. GMAD has high traffic volume primarily on Tuesdays, Thursdays, and Saturdays.

During important city events such as the COP22 summit, hotel bookings will be difficult to obtain without prior reservations. If necessary, crew and PAX may end up being accommodated outside of the city. The Jetex travel team recommends that operators send their booking requests as early as possible to ensure the best outcome.

Visas are required upon arrival for passengers and crew based on nationality. GenDec and valid passport copies will also be needed.

Helicopter Transfer and Ground Transportation

It is possible to book helicopter transfers from any of our Moroccan FBO locations to another. However only one operator is available to perform the transfers, and their helicopters are based in Marrakech (RAK/GMMX). A minimum 48-hour prior notice and prepayment is therefore required. We recommend you allow as much time as possible for making arrangements, particularly during events such as the COP 22 Summit.

COPP 22 event in Marrakech Morocco

Delegates from across the globe will gather in Morocco next month for an important summit on climate change. The COP22 is set to take place at Bab Ighli, Marrakech from November 7 – 18, 2016.

COP stands for “Conference of the Parties”. This is the official title given to the annual gathering of the supreme decision-making body of the United Nations Framework Convention on Climate Change (UNFCCC). The UNFCCC international treaty was signed during 1992’s Earth Summit in Rio de Janeiro, and entered into force in 1994. The summit was relocated to Bonn in 1995, following the first Conference of the Parties (COP1) in Berlin. There have been 21 COPs since then, with the most recent taking place in Paris last December. Today, there are 197 parties to the convention (196 individual states, plus the European Union).

The 2015 Paris Agreement marked a new chapter in global climate change efforts, with all parties agreeing for the first time to report regularly on their emissions and implementation progress. Crucially, this reporting will also be subject to international review. At COP22, preparations will begin for bringing the Paris Agreement into force.

Governments will make concerted efforts to support domestic action that meets the terms of the Paris Agreement. One of the key objectives is to stabilize the concentration of greenhouse gases in the atmosphere at a level that will prevent further interference with the global ecosystem. Delegates will also endeavor to put measures in place for a new technology framework and an enhanced capacity building framework. Additional support will be extended to developing countries and countries most vulnerable to the effects of climate change, in line with their own national objectives.

Important progress was made with COP21, and COP22 will focus on action items in order to achieve the priorities of the Paris Agreement. These measures reflect the UNFCCC’s ultimate goal of preserving the environment for the benefit of present and future generations.

COP22 Eco-village

Located on avenue Mohammed VI, Bab Ighli was historically the main entrance to the city of Marrakech. Developed as an eco-village, the COP22 site will have a neutral carbon footprint. Environment-friendly exterior lighting will also be employed to maintain optimal energy efficiency.

The site is divided into two zones. The “Blue Zone” spans over 150,000m2 and will consist of 2 plenary rooms, 30 conference and meeting rooms for negotiators and 10 meeting rooms reserved for observers. This area will be accessible only for those with accreditation from the UN Framework Convention on Climate Change Secretariat.

The second zone will be reserved for non-state actors, NGOs, private companies, state institutions and organizations. This section will also include spaces dedicated to exhibitions and restaurants, as well as an entry plaza for heads of state and extensive parking facilities.

Pulkovo Airport in Saint Petersburg

Pulkovo Airport (also known as IATA: LED and ICAO: ULLI) is the third busiest international airport in Russia. ULLI is the home base for Rossiya Airlines, and serves over 6 million citizens in St. Petersburg and the Leningrad Oblast. Officially opened in June 1932, the state-owned airport is one of the largest in both Russia and Eastern Europe. With an average of 30 takeoffs and landings per hour and capacity to handle as many as 50, ULLI served over 14 million passengers in 2014.

The airport consists of one main terminal with two separate parallel runways. Takeoff and landing operations can be carried out any time of the year, regardless of weather conditions. Opened in December 2013, Terminal 1 covers a total area of 110,000 square meters and can serve up to 18 million passengers per year. The facility offers an array of business lounges, restaurants, pharmacies, and bars. ULLI’s infrastructure now includes 88 check-in counters, 110 passport control booths, 110 aircraft parking stands, and 30 departure gates.

Landing Permit, Slot Availability and Aircraft Parking

Pulkovo Airport offers Airport of Entry (AOE) services 24 hours a day. Prior Permission Required (PPR) / landing permit is always required for both private and charter flights to Russia. Approximate lead time is one business day. Airport slots are also required for all operators coming in and out of ULLI. Due to high traffic volume from commercial airlines, and major events such as the annual St. Petersburg International Economic Forum (SPIEF), Jetex Flight Support advises that General Aviation (GA) operators request for slots and parking ahead of arrival time. It is compulsory to provide PAX information to slot authority.

During the SPIEF, ULLI airport slots will be strictly regulated. The 2017 SPIEF will take place from June 1 – June 3. Issued time slots will need to match with permit timings. Operators should expect delay in slot booking during this event. All slot requests will be processed through the SPIEF headquarters. All Forum aircraft requests, including VIP and government flights will be first collected by the slot coordinator. The Forum headquarters will then grant slots with aircraft parking to high-status delegates first.

Alternate Airports Near ULLI

  • Lappeenranta Airport, Finland (LPP/EFLP) – 181km

EFLP is suitable for GA flights. Slots and parking pre-approval are required unless the aircraft is diverted to EFLP due to bad weather at ULLI, where EFLP is used as an alternate in the Flight Plan (FPL). Please note there is no VIP lounge in EFLP.

  • Helsinki-Vantaa Airport, Finland (HEL/EFHK) – 300km

EFHK is suitable for GA flights. Slots and parking pre-approval are required unless the aircraft is diverted to EFHK due to bad weather at ULLI, where EFLP is used as an alternate in the FPL.

  • Lennart Meri Tallinn Airport, Estonia (TLL/EETN) – 308km

EETN is suitable for GA flights. Slots and parking pre-approval are not required. VIP Lounge is available.

  • Domodedovo International Airport, Russia (DME/UUDD) – 667km

UUDD is suitable for GA flights. Slots and parking pre-approval are required unless the aircraft is diverted to UUDD due to bad weather at ULLI, where UUDD is used as an alternate in the FPL.

VAT on Fuel

VAT is not applicable on fuel at ULLI for international flights. However, 18% local tax applies on domestic flights. Note that flights within the Customs Union are considered as domestic. The Customs Union includes Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia.

Hotel Booking

During SPIEF and other major exhibition dates, cancellation policies can be very strict for four and five star hotels. In order to secure competitive rates and cancellation policies, our Jetex travel team recommends sending booking requests at the earliest opportunity after slots with parking have been granted. For bookings, only confirmation of actual period of stay and number of rooms is required.

Ground Transportation from ULLI to Major Landmarks

St. Petersburg is the second largest city in Russia, with a population of five million. Founded by Tsar Peter the Great in 1703, the city has contributed enormously to Russian history and culture. St. Petersburg served as the capital of Russia until 1918, when the central government moved to Moscow.

This world-class destination is home to numerous parks and gardens, 221 museums, 2,000 libraries and over 80 theaters. Visitors can admire an array of breathtaking historic Baroque and neoclassical architecture from the 18th and 19th century. In 1991 Saint Petersburg was designated as a World Heritage Site by UNESCO on account of 36 important historic structures, and approximately 4,000 individual monuments found throughout the city.

Pulkovo 2 GAT (known as “Business Aviation Center”) is situated between the arrival and departure wings of the former Pulkovo 2 terminal. It is available for both private and commercial operators, flying domestic flights or internationally.

Pulkovo 3 GAT (also known as “Center for Business Aviation”) has a full range of facilities and separate car access from the road heading to Pulkovo 1 (new terminal). These are also available for both private and commercial operators, flying domestic or internationally.

This 2016 Summer Olympics held during August 5th to August 21st will see Rio de Janeiro becoming the official venue for 5,500 athletes from more than 150 qualified countries coming together to compete in 306 events, in addition to fans and supporters from around the world. For this purpose, the city has been segregated into four Olympic clusters:

  • Copacabana, located in Eastern Rio
  • Maracana, located in Northern Rio
  • Deodoro, located in Western Rio
  • Barra, located in Western Rio

With such a widely anticipated international event, air traffic is set to increase significantly due to a surge in General Aviation flights, as well as commercial and governmental operations. To regulate air traffic activities during this busy period, the Department of Air Space Control of Brazil has recently released an Aeronautical Information Circular. This indicates how the air space over the main airports and surrounding areas of Rio de Janeiro and other host cities will be managed and controlled during the duration of the Games.
Based on the information provided in this initial report, the main points to be considered are:

A series of new Reserved, Restricted and Prohibited areas will be implemented within the Brazilian Air Space, and different operational requirements will be applied in order to operate inside those areas.
While the current departure and arrival procedures will not be suspended or canceled, special procedures have been designed for SBRJ, SBSP, SBGR and SBGL. These include the deviation(s) necessary to avoid the new exclusion areas.
Every main airport in each host city, and the potential alternate aerodromes for these airports, have been assigned to receive a particular type of operation (VIP, International, Domestic, General). These are based on the infrastructure available inside and outside the airport, airport capacity and location capabilities.
Additional security measures will be applied and security checks will be performed by the authorities for all crew members, passengers and aircraft.
A new policy for slots will be implemented, with Commercial Airlines, Governmental Flights and General Aviation Flights being the order of priority for assigned slots.

DOMESTIC OVERFLIGHT – AVANAC
This is required for multiple landings inside Brazil. A permit request, together with all necessary documents must be submitted 48 business hours prior to the operation. Due to the expected heavy traffic, the processing time for a permit may increase to seven business days.

INFORMATION/DOCUMENTATIONS REQUIRED:
PIC and SIC first-class medical certificates;
PIC and SIC pilot licenses with specific aircraft authorization;
Airworthiness certificate;
Certificate of aircraft registration;
Worldwide insurance (with worldwide coverage and third-party liability clause on behalf of the operator);
Full operator and aircraft information;
Specific purpose of the flight (to include the reason for traveling to the country);
Full schedule.

SBCB (Cabo Frio) is an alternative airport of entry, located 66 NM from SBGL (Rio de Janeiro) and a dedicated airport for Executive Aviation.

Abidjan: Ivory Coast

When you think about luxury travel locations, Abidjan, the economic capital of Ivory Coast, may not be among the first spots that comes to mind. But perhaps it should be! Unlike more common vacation spots, such as Monaco or Paris, the West African country never turns into an overfilled tourist spot, regardless of the season. If you are looking for an unforgettable travel experience that offers both privacy and plenty of activities, Abidjan may just be the perfect destination for you.

Why Visit Abidjan?

Abidjan is home to 4.7 million Ivorians, equivalent to 20% of the country’s population. That’s because of the city’s unique spot: located at the southern tip of Ivory Coast, it offers both tropical climate and Atlantic Coast beaches. Add a thriving night life that gives it the nickname “Paris of West Africa,” and you have the ingredients that make it an ideal spot to spend an unexpectedly luxurious vacation.

Popular Tourist Spots

When visiting Abidjan, be sure to visit one of the area’s breathtaking national parks. The Reserve Naturelle du Banco (Banco National Park) is located only 3km (2 miles) outside the city, and offers 30 square kilometers of primary rainforest that has become scarce around the globe, with rare tree species ranging from mahogany to avodires calling it their homes. So do many monkey and animal species that have become rare around the world. Trails and guided tours enable visitors to experience nature at its fullest.

Speaking of monkeys: a bit further away toward the Western side of the country and the Liberian border lies the Taï National Park, one of the world’s primary home for our closest animal relatives – the common chimpanzee. Recognized as a UNESCO World Heritage Site since 1982, the park is also home to crocodiles, colobus, forest buffaloes, and many other tropical animal species.

If your mind gravitates more toward culture, you don’t have to leave the city. St. Paul’s Cathedral was built in 1980 and consecrated by Pope John Paul II, and looks nothing like the traditional European cathedrals you might imagine upon hearing its name. Stunning modern architecture gives way to enormous stained glass windows on the outside, combining for both a place of prayer and a must-visit that has been named the #1 tourist attraction in Abidjan by TripAdvisor.

St. Paul’s Cathedral is located within The Plateau, the commercial and administrative heart of the city. The high rises in this business district are responsible for a second of the city’s nickname, “Africa’s Manhattan.” Granted, those used to the new York City equivalent will be less impressed by its height or volume, but the skyline does give the city a distinctive look you don’t want to miss. Within the business district, you can find plenty of small and lively shops and streets.

Of course, lovers of watery spots will not be disappointed during their visit either. Most of the area’s most beautiful beaches are located just east of the city, foremost among them being Bassam Beach, located about 45km (30 miles) away from Abidjan. White sand and gorgeous palm trees make for a perfect getaway if you need to get away from the hustle and bustle of the city for a time. Meanwhile, hotels and upscale restaurants ensure a pleasant and luxurious dining experience during your downtime.

The town for which the beach was named, Grand Bassam, is the former French colonial capital and was declared a UNESCO World Heritage Site in 2012. To this day, visitors interested in the colonial age of the 19th and 20th century can learn how countries like France held together an empire in far-off continents, and how both the colonial rulers and the local population lived during that time.

Lovers of history can also learn more about the country’s past in the city of Abidjan itself, which is home to the Ivory Coast National Museum. It houses a vast collection of artifacts that tell the story of the country’s rise from local tribes through becoming a colony, all the way to independence in 1960.

Airports in and around Abidjan

Needless to say, Abidjan and its surrounding areas offer plenty of attractions for tourists looking for a once-in-a-lifetime vacation. But of course, enjoying this type of vacation requires getting there first, which is why it’s important to know about the airports you can fly into for your trip to West Africa.

Port Bouet Airport (ICAO: DIAP), also known as Félix-Houphouët-Boigny International Airport, is the closest and most convenient for travellers to the area. It’s located 10 miles Southeast of Abidjan, making it an ideal spot if you are looking to visit both the country’s economic center and Grand Bassam. Managed privately, it boasts more than 1 million visitors each year, many coming through on commercial airlines that range from Air France to Emirates Airlines.

But the airport also offers private travel opportunities. While travelers on commercial airlines often have to deal with overcrowded terminals and inconvenient boarding times thanks to the relatively small size of the airport, tourists in private jets take advantage of state-of-the-art facilities and terminals that are unique within the region. The city center is just 27 minutes away by car, while Grand Bassam is reachable within 25 minutes.

Port Bouet Airport offers by far the most convenient travel possibility to Abidjan and the entirety of the Lagune coastal region of Ivory Coast. But there are alternatives, such as Yamoussoukro Airport (located 150 miles of 160 car minutes outside of Abidjan) and the San Pedro Airport (located 250 miles or six car hours outside the city). While the latter is especially conveniently located near the Taï National Park, both are more regional in nature.

Russian Grand Prix 2016

At May 1, 2016 the Sochi Autodrome will host an annual auto race called the Russian Formula 1 Grand Prix which is the part of the Formula One World Championship. There will be also held practice races at April 29 and qualifying races at April 30. Due to such great sport event, there is expecting increase of general aviation traffic from April 27 to May 2, 2016.
It’s obvious that the primary airport of the Russian Formula 1 Grand Prix will be Sochi (URRS). And as alternative ones are Anapa (URKA) and Krasnodar (URKK). All three airports are 24-hour AOEs with full general aviation support services.

Here is some important info for those who are planning to operate there during the period of the upcoming event:

Landing Permits
The minimum lead time to process the landing permit for private flights to Russia is one working day, and three working days – for charter flights. Furthermore, Russian Civil Aviation Authority requires the submission of the following documents: a) airworthiness and registration certificate; b) worldwide insurance certificate; c) noise certificate; d) airworthiness review certificate and/or liability insurance for damage caused to third parties; e) airport slot confirmation. In case of schedule, origin/destination, routing, call-sign or registry changes, etc. there are required permit revisions.

Airport slots, parking and refueling
Airport slots are required for URSS and should be requested in advance. To receive airport slots, operators via their ground handler shall provide URSS airport authorities with the schedule, aircraft information, complete passenger list, and the name of the company which the flight is operating for. Once an airport slot is approved, parking is confirmed. By NOTAM, business aviation flights including helicopters with non-VVIP passengers will have only one hour on the ground at URSS. Longer parking term may be obtained for aircrafts carrying heads of state, government delegations, the Ministry of Defense, the Ministry of Internal Affairs, search and rescue aircraft and aircraft assisting the Formula 1 Russian Grand Prix in emergency situations.
The refueling at URRS is unwelcome during the Grand Prix period because of possible delays and its influence to departure slots. Fuel uplifts are restricted to arrival only, and as it was mentioned above the time permitted on the ground for most general aviation operations is limited to one hour (exceptions are: two hour – for GA aircraft with MTOW of 75 tons and more, and more than six hours – for cargo flights). If aircraft’s stay exceeds the parking time limit, URRS authorities will inform Russian FAA of the NOTAM violation and the heavy fine will be charged. So, it is obviously better to use Anapa (URKA) and Krasnodar (URKK) airports as alternates both for parking and refueling.

CIQ and visa procedures
Customs, immigration, and quarantine clearance at URSS takes 10-15 minutes and holds in the VIP terminal for passengers on private and charter flights and both in the VIP terminal and the main terminal for crew of such flights. Moreover, customs declarations and immigration cards should be completed and presented for that time.
Passengers and crew should have Russian visas prior to landing at URSS. Otherwise, each person who has arrived without visa should pay a fine in amount of about 100 USD, and the company responsible that will pay a fine in amount of about 5000 USD. At URSS, it’s not possible to obtain visas on arrival.

Hotac, transport and catering
There are many hotels in Sochi but due to the upcoming event it would be better to book hotel rooms and arrange car transportation for passengers and crew in advance to eliminate overpayment and cancelations. As for catering, it should be also requested in advance (at least 24 hours before departure).

Art Basel’s Miami Show

Art Basel has an American Show each year that takes place in Miami Beach. In the show, galleries come from all over the world to present their work, including Asia, Europe, Latin America, North America, and Africa.

Each of the work includes significant pieces from experts of contemporary and modern art. The work from up and coming artists is also included to showcase a new generation of artists.

Past Showings and Exhibits

Some of the showings and exhibits in the past include such art as James Crump’sTroublemakers – The Story of Land Art. This documentary was featured in 2015 and is a look at land art in the 60s and 70s. It showed footage unseen in the past that included quite a few innovative artists such as Walter De Maria, Robert Smithson, and Michael Heizer. Spotlighting the American Southwest, this film takes a look at the journey of these iconic artists and their lives.

The live public opening was another highlight of the show which spotlighted performances from artists like Pope.L, Xavier Cha, and Yan Xing. These live performances were seen in the Public Sector of Collins Park which also had over 26 artists in total. The artists performed by re-imagining symbols and objects and based on a process of transformation by Nicholas Baume’s Metaforms.

How to Get to Art Basel
