This April, thousands of motorsports enthusiasts will travel to the Middle East as the Formula One roadshow rolls into Bahrain. Situated between the Qatar peninsula and the north eastern coast of Saudi Arabia, this small island nation will play host to the third race of the 2017 championship.

Held annually since 2004, the Bahrain Grand Prix was the first Formula One race to take place in the Middle East. Bahrain International Circuit is located at Sakhir, 30km southwest of the island’s capital, Manama. The circuit was designed by Hermann Tilke, and offers six different track layouts within one complex.

The venue was created with spectators in mind. It features 50,000 grandstand seats, all providing outstanding views of the action. The circuit also houses a purpose-built media center, where up to 500 journalists can witness the race.

Bahrain International Circuit’s track configuration offers a unique experience for drivers. The cars head out to an external desert area as part of each lap, before returning into an oasis-styled infield. The width of the circuit varies considerably at the end of each straight, allowing for diverse racing lines. With a 15-corner configuration providing at least three excellent opportunities for overtaking, the track is conducive to an exciting and highly competitive race.

A Race under the Stars

For a fourth successive year, the Bahrain Grand Prix will be held as a night race. The circuit features a state-of-the-art floodlight system, which illuminates all areas of the track. Night racing makes for a thrilling spectacle, as the world’s top drivers battle for supremacy under the stars.

Flying to Bahrain

Bahrain International Airport (IATA: BAH, ICAO: OBBI) is the country’s main airport, and the primary option for travelers attending the Bahrain Grand Prix. It serves as an Airport of Entry (AoE), with customs and immigration officers available on-site 24 hours a day. OBBI is located around 40km north of the race venue. It takes approximately 35 minutes to drive from the airport to the circuit.

Bahrain Landing Permits

Landing permits are required for both private non-revenue and charter (non-scheduled commercial) flights into Bahrain. The minimum lead time for obtaining a permit is three working days. Usually, a local business contact must be submitted with all landing permit requests. However, for those attending the Grand Prix, their hotel details will be deemed an acceptable alternative.

Prior Permission Required (PPR), Slots & Parking

Prior Permission Required (PPR) is mandatory at OBBI. Slot booking is not required. Aircraft parking is available, including long-term parking. No prior booking is necessary, all that is needed is a valid landing permit.

Flying to South Korea

All private (non-revenue) and charter (non-scheduled revenue) operators must obtain a landing permit for flying into South Korea. The lead time required is approximately 24 hours. The following information is required when sending a request for the permit:

  • Operator name
  • Address
  • Aircraft type
  • Maximum take-off weight (MTOW)
  • Aircraft registration
  • Call sign
  • Name of Captain
  • Details of passengers and crew
  • Purpose of flight (private or non-revenue)
  • Cargo load in kilograms

Airport Options in Seoul

Incheon International Airport (IATA: ICN, ICAO: RKSI) is the largest airport in South Korea, and the primary airport serving its capital city. Incheon airport is renowned for being one of the most modern and cleanest airports in the world. RKSI functions as an Airport of Entry (AoE), with customs and immigration operating 24/7. The airport caters to General Aviation (GA) and offers full ground handling services, together with passenger and crew lounges, restaurants and duty-free shops. Airport slot bookings and parking permits are mandatory. RKSI allows aircraft parking for up to 72 hours only.

Gimpo International Airport (IATA: GMP, ICAO: RKSS) is the secondary airport serving the city. Situated approximately 15km west of central Seoul, Gimpo airport is the third largest in South Korea, and served over 23 million passengers in 2015. RKSS functions as an AoE, however its customs and immigration and FBO operating hours are restricted to between 06:00 and 23:00 local time. Gimpo Airport caters to GA and offers passenger and crew lounges, as well as numerous restaurants and duty-free shops. Airport slot booking and aircraft parking permits are required, however there are no restrictions on long-term aircraft parking.

Choosing the best airport when flying to Seoul depends upon the individual requirements of the operator. RKSI is the most flexible in terms of operating hours. However if the aircraft will remain in Seoul for more than three days, RKSS would be the better choice for parking. Flying to Shanghai

There are two main options for General Aviation (GA) flights traveling to Shanghai. These are Shanghai Hongqiao International Airport (IATA: SHA, ICAO: ZSSS) and Shanghai Pudong International Airport (IATA: PVG, ICAO: ZSPD). Both are 24-hour Airports of Entry (AoE), with customs and immigration available on-site. A full range of ground handling and fueling services are available at both locations.

The venue for ABACE is the Hawker Pacific Business Aviation Service Centre, which is located at Shanghai Hongqiao International Airport. This makes ZSSS the primary choice for those attending the event. Shanghai Pudong International Airport is located approximately 54km from the venue. During the ABACE period, it is highly recommended to ensure that landing permits and slots are obtained well in advance.

Landing Permits

Landing permits are mandatory for all aircraft traveling to China. The official lead time is three working days, allowing time for the Civil Aviation Authority of China (CAAC) to review all information and coordinate with the local sponsor. Once approved, permits are only valid for the times stated on the flight schedule. Any changes to arrival/departure times, passengers, crew or aircraft tail numbers are considered as revisions. A maximum of two permit revisions are allowed for each request. For any additional revisions, it is necessary to submit a fresh permit request.

Airport Slots

Slots are required at both Hongqiao (ZSSS) and Pudong (ZSPD) airports. These will be issued by the Civil Aviation Administration of China (CAAC) once landing permits have been confirmed. Due to high levels of scheduled commercial activity, slots are not processed and confirmed until approximately 48 hours prior to the estimated time of arrival. Please note that the slot time confirmed may differ from what was originally requested, which can result in revisions to the scheduled arrival/departure time. Peak operating hours at ZSSS and ZSPD are from 08:00 – 22:00 local time. During this period, only one slot is allocated for each GA operator. This means arrival and departure slots cannot be obtained on the same day during peak hours.

Chinese Visa Requirements

All passengers and crew traveling to China must arrange appropriate visas prior to arrival. Visa regulations are strictly enforced by the Chinese authorities. Arriving in the country without the correct documents may result in fines and/or deportation. Note that all passports must be valid for the full duration of the stay.

ICAO ANNEX 19

If you or your company owns a business jet but do not have an International Civil Aviation Organization (ICAO) Annex 19-compliant Safety Management System (SMS) in place, your aircraft could be barred from landing at international ports in the near future. ICAO Annex 19 requires business and commercial operators to establish SMS, and ICAO member countries will soon be audited for their oversight of SMS within their borders.

What is ICAO Annex 19?

As the United Nations’ specialized agency governing aviation, the ICAO sets standards and recommended practices for its member nations regarding various facets of aviation. ICAO Annex 19 was initially published in 2013 to combine safety standards that had previously been scattered throughout several annexes, rewrote them, and added new standards.

State-level versus operator level

ICAO Annex 19 Chapter 3 requires member states to establish their own State Safety Programme (SSP). As part of their SSP, the state must require applicable operators to implement a compliant SMS. ICAO is scheduled to begin audits at the state level in 2018, although this may slip with the adoption of Annex 19 Amendment 1 applicability date of November 2019. The audits will ensure that the states have implemented their SSP and put regulations in place to oversee and audit operators’ SMS in their states.

Chapter 4.2 specifies requirements at the operator level, specially for international general aviation. It provides high-level recommendations for SMS processes and provisions.

Applicability to business aviation

ICAO Annex 19 explicitly applies to two groups of business aviation operators:

Aircraft (including helicopter) operators conducting international commercial air transport (charter operators)
International general aviation operators of large or turbojet (jet) airplanes as specified by Annex 6, Part II

“Large” is defined as more than 12,500 pounds (5,670 kg) maximum takeoff weight (MTOW); for comparison, a Pilatus PC-12 turboprop is 10,500 lb (MTOW) and does not meet this requirement. However, all business jets meet this requirement.

What this means for you

If you fly your jet exclusively within the borders of its country of registry, you may not need to implement an SMS – yet. However, assuming your aircraft is registered in one of the 191 ICAO member states, your state has or will establish requirements for business aviation operators to meet ICAO Annex 19 before ICAO begins audit procedures in 2018 or 2019. And if you plan to fly to Europe in a non-EU registered aircraft, you must have SMS documentation to obtain Third Country Operator authorization to land . Some ICAO countries (Bermuda, France, and Mexico, for example) are already requesting operators to present SMS documentation to obtain landing permits.

Fortunately, there are several resources for implementing an ICAO Annex 19-compliant SMS, including the International Standard for Business Aircraft Operations (IS-BAO), a wide range of SMS third party contractors and software, the ICAO Safety Management Manual (Doc 9859), and Appendix 2 of the Annex 19 itself.

Hong Kong is an autonomous territory located in southeast China. This vibrant, densely populated urban center is a major port and global financial hub. Hong Kong consistently ranks as one of the world’s most competitive economic entities.

In this article, we will look at the requirements for GA operators flying to this popular destination.

Hong Kong International Airport

Hong Kong International Airport (IATA: HKG, ICAO: VHHH) handled 68.5 million passengers in 2015, making it the eighth busiest airport worldwide by passenger traffic. Since 2010, it has also been ranked as the world’s busiest airport by cargo traffic.

The airport has a dedicated GA terminal which provides a full range of aviation support services, including 24-hour customs and immigration, ground handling, fuel uplifts and lounges for passengers and crew.

Hong Kong International Airport is located on the island of Chek Lap Kok, which consists mostly of reclaimed land.

Prior Permission Required (PPR) and Landing Permits

VHHH is a thriving international hub, with Air Traffic Control (ATC) constantly working to maintain an efficient flow of traffic. For this reason, Prior Permission Required (PPR) and landing permit requirements are among the most important considerations when operating into Hong Kong.

PPR is required for all private and charter flights to Hong Kong, with the exception of emergency landings. Once PPR is approved, a confirmation number will be issued. This number is then used by the ground handler and airport authorities to track your aircraft. Due to congestion levels, PPR is rarely approved for more than 48 hours parking time. Please note that hangar space for GA aircraft is limited, and can be expensive.

The lead time for obtaining a landing permit is generally around three working days. However, first time operators to VHHH are recommended to submit their requests at least two weeks in advance of arrival. All necessary documents (including noise and insurance certificates) should be submitted together with the permit request. It may be necessary to make corrections to the request form, or to obtain additional documents. Operators will experience a faster turnaround time if the CAA already has their documentation on record.

Once approved, landing permits are valid for a period of 72 hours. Any changes outside of this window will require the permit application to be resubmitted. This includes any changes in passenger or crew information.

Airport Slots

Obtaining airport slots can be challenging at VHHH. This is especially true at night, and during holiday periods. GA operators need to be flexible with their schedules, as their preferred times may not always be available. Priority is generally given to scheduled commercial operations, then to cargo flights, and finally to GA. Once approved, Air Traffic Control (ATC) will advise on the permitted routing to fly.

Due to the high levels of scheduled commercial flights at VHHH, it is unusual for GA flights to be approved during peak operating hours. These occur during morning departures (07:00 – 11:00 local time) and evening arrivals (17:00 – 22:00). Between 23:59 – 06:00, no slots are available for GA operators at all due to reduced runway movements.

Slots are arranged in five-minute intervals, with a deviation of +/- 20 minutes. Flights which miss their approved slot times will still be allowed to land or depart, however the Civil Aviation Authority (CAA) will send an official letter to the operator requesting an explanation. Operators who are frequently late may find themselves placed on lower priority for any future slot requests.

Air Traffic Control (ATC) Coordination

The majority of the coordination with ATC at VHHH will be taken care of by the ground handler. The flight plan is submitted to them first, allowing for any corrections to be made before it is sent to ATC. After checking to ensure that all routings, altitudes and arrival/departure procedures are correct the flight plan is submitted digitally, directly onto the ATC’s computer system. All flight plans must be filed with ATC at least one hour prior to departure. It is always recommended to submit the necessary documentation at the earliest opportunity, in case any corrections may be required before filing.

At VHHH, it is mandatory for all aircraft to have TCAS II or better. MNPS, RVSM, and RNAV 1 certifications are also required. In addition, Automatic Dependent Surveillance Broadcast (ADS-B) certification/equipment is mandatory at certain flight levels within Hong Kong airspace.

Customs and Immigration

Upon arrival, passengers will either walk (if parked close to the GA Terminal) or be transported to the lounge. Ground handling staff will then collect their passports and ensure that arrival cards have been completed correctly. Passenger’s baggage is brought in for screening while this process is taking place. Clearance usually takes approximately 15-20 minutes, for up to 10 passengers. Customs and immigration officers have to be brought in from the main terminal for clearing GA arrivals. These arrangements will be made in advance by your ground handler, and can cost several hundred US dollars.

Weather Considerations

Note that typhoons may occur in the Hong Kong region during the rainy season between June and September. VHHH can face temporary closures at this time of year, due to exceptionally heavy rain events. Ramp activities occasionally have to be shut down because of thunderstorm activity, to allow ground staff to shelter indoors. These conditions are most prevalent during the summer months. The region generally experiences very mild winters.

Flying to Vienna

In Austria, landing permits are mandatory for non-scheduled charter flights and commercial flights. Operators who require a landing permit will need to provide either an AOC or TCO authorization. The request should be submitted at least five days prior to arrival.

Vienna International Airport (IATA: VIE, ICAO: LOWW) is the only international airport in Vienna, and offers a dedicated General Aviation (GA) terminal. LOWW is the country’s largest airport, and is located approximately 18km southeast of central Vienna. It functions as an Airport of Entry (AoE) 24/7, with customs and immigration available on-site. Prior Permission Required (PPR) and aircraft parking permits are not necessary. Airport slots must be booked in advance due to limited availability, particularly for night slots. Vienna airport is fully equipped for all ground handling services, and offers VIP and crew lounges.

Salzburg Airport (IATA: SZG, ICAO: LOWS) is the best alternate airport for visiting Austria, and is the second largest in the country. LOWS is located 268km away from Vienna International Airport, and offers the same the flexibility without any restrictions to slots. Due to Salzburg’s considerable distance from Vienna, LOWW remains the first choice for visitors to the Austrian capital.

From March 29 to April 2, Rio de Janeiro’s Antônio Carlos Jobim International Airport plays host to the inaugural International Brazil Air Show (IBAS). The first event of its kind in Brazil, IBAS will bring together industry professionals for a five-day conference focusing on the latest developments in international aerospace and airport infrastructure.

Brazil has a long tradition in the aerospace industry. IBAS seeks to showcase the country’s technological capabilities in research, and celebrate its rich history in aircraft manufacturing. The event is geared towards generating discussion and promoting business between the various sectors involved.

The show will encompass a static display of aircraft and equipment, an exhibition pavilion, education sessions, a technology and innovation space, air displays and flight simulators. Flying to Rio De Janiero

Antonio Carlos Jobim International Airport (IATA: GIG, ICAO: SBGL), previously known as Galeão International Airport, is the main airport serving Rio de Janeiro. SBGL handled over 17 million passengers in 2014, making it the fourth-busiest airport in Brazil. It functions as an international Airport of Entry (AoE), with customs and immigration available 24/7.

Prior Permission Required (PPR) and landing permits are required for both non-revenue private and non-scheduled commercial flights. Permits for private flights making a single landing can be arranged within around three hours. If you are planning more than one landing in Brazilian territory, you should allow at least 48 hours to obtain the necessary permits. Please note that for commercial flights, landing permits must be obtained by the legal representative of the air company.
SBGL is fully equipped for ground handling services, for all types of aircraft. Passenger and crew lounges are available. Slot booking and aircraft parking bookings are not required. Long-term parking is possible, subject to availability.

Dubai World Cup Polo 2017

On March 25, tens of thousands of racing fans will descend on Dubai for one of the biggest events in the equestrian calendar. The Dubai World Cup takes place annually on the last Saturday of March at Meydan Racecourse. The greatest riders and horses from across the globe will compete over a series of eight Thoroughbred races, and one Purebred Arabian race.

The Dubai World Cup is one of the richest sports events in the world, with total prize money exceeding $30 million. Riders in the final race will be competing for a $10 million purse. The event was conceived by Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. Sheikh Mohammed is a keen racing enthusiast, and owns Godolphin Racing, one of the world’s leading Thoroughbred breeding and racing operations.

The race was first held in 1996, at the original venue of Nad Al Sheba Racecourse. It is a Group One flat race on dirt, run over a distance of 2,000 meters (around 10 furlongs). The current record time of 1:59.50 is held by legendary jockey Frankie Dettori, who rode Dubai Millennium to victory in the year 2000. The event transferred to its current home, Meydan Racecourse, in 2010.

A Venue like No Other

Meydan Racecourse first opened in March 2010, as a direct replacement for Nad Al Sheba Racecourse. This iconic facility boasts a distinctive futuristic design, and is one of the largest continuous structures in the world. It features a grandstand which is over a mile long, and can accommodate up to 60,000 spectators. In addition to two race tracks, the complex includes stables, all-weather training facilities, jockey lounges, the Meydan Museum and Gallery, a theater and exclusive international restaurants. Racing fans can also experience the world’s first five-star trackside hotel, which offers 285 premium suites with unbeatable views over the track.

More than Just a Race

The Dubai World Cup is a central fixture in the region’s social calendar. In addition to the action on the track, attendees can enjoy an exclusive after-race concert, complete with a dazzling fireworks show. Previous years have seen some of the biggest names in popular music grace the stage, including Janet Jackson, Jennifer Lopez and Kylie Minogue. This year, Australian singer Sia will bring the evening to a close with a 70-minute performance, which also marks her UAE debut.

Racing aficionados will have an opportunity to get close to the horses and their riders two days prior to the race, during the “Breakfast with the Stars”. This lavish morning buffet will feature live commentary, entertainment, raffle draws, and exclusive interviews with trainers, owners and jockeys. Please note that the roads leading to OMDB are often affected by traffic congestion, particularly during peak times. OMDW does not face this issue.

OMDB and OMDW offer 24-hour Airport of Entry (AoE) with customs and immigration available on-site, and are fully equipped to support GA flights. Airport slots are required for both airports, and parking needs to be booked in advance. Long-term parking availability will depend on the type of aircraft.

Helicopter transfers are possible only from OMDW. Please note that OMDW airport runways are closed every Monday from 20:00 until 20:45 UTC, therefore no arrivals and departures can take place during this period.
