Flying to Singapore

For those traveling by private jet, Singapore’s Seletar (WSSL) airport now has the new Jetex FBO to welcome you. With a runway of 6,024 feet (ft.) (1,836 meters [m]) and a new terminal building, the Jetex Seletar FBO has become a more viable option for larger GA aircraft. Another option for flying into Singapore is Changi International (WSSS).  Here’s what you need to know before flying into Singapore.

Noise Considerations

Stage 2 aircraft are not permitted to operate to Singapore. In order to operate to Seletar (WSSL) or Changi International (WSSS), you need a noise certificate that states that the aircraft meets noise standards of International Civil Aviation Organization (ICAO) Annex 16, Volume 1, Chapter 3 – or the equivalent. When flying above populated areas surrounding the airports, aircraft must not go lower than 1,500 feet above ground level. Air Traffic Control (ATC) will guide aircraft, and, if instructions are not followed, you’ll need to provide an explanation to ATC.

Operating Considerations & Procedures

There are certain arrival and departure procedures in effect for WSSL. Operators should have a copy of these PDF instructions on hand when they arrive: Seletar aerodrome joining procedure (IFR flights) from JB and KK – runway 03 and Seletar aerodrome joining procedure (IFR flights) from JB and KK – runway 21. Additional arrival/departure procedures required for WSSL can be obtained at the Civil Aviation Authority of Singapore website. In addition, all aircraft operating within Singapore FIR must have a Standard Certificate of Airworthiness. A Singapore Permit-to-Fly will be required if that is not the case.

Permits Requirements

While landing permits are not required for private non-revenue operations, they are necessary for charter (non-scheduled commercial) flights. Not only that, charter landing permit requirements have recently changed, and the process to get one is longer. Plan on at least 14 business days’ lead time to secure a first-time charter permit for Singapore. Note that, overfly permits are not required when overflying Singapore’s FIR. Though Singapore FIR covers neighboring countries, so refer to the respective AIPs for their overfly requirements.

Visa requirements

Operating crew do not require visas and can enter the country on gendecs. However, visas are required for certain passenger/crew nationalities and must be obtained prior to arrival. Your ground handler can assist with that (https://www.ica.gov.sg/visitor/visitor_entryvisa). Ground handlers require approximately one week to process visa requests. For many nationalities – including U.S., Canada, and European Union – no visa is required, and a “social visit pass” will be issued on arrival. To obtain a social visit pass – usually valid for 30 days – passports must have at least six months’ validity, you must have sufficient funds for your intended period of stay, and you must have an onward airline ticket if you’re not leaving aboard the arriving aircraft.

Yellow fever vaccination may be required

A valid yellow fever vaccination certificate is required for all travelers over the age of one who, within the preceding six days, have passed through any country endemic for yellow fever. International Certificates for yellow fever vaccination are considered valid 10 days after vaccination and for a period of 10 years thereafter. (https://www.moh.gov.sg/diseases-updates/yellow-fever)

Fueling considerations

Normal fueling hours at WSSL are Monday-Friday, 0730-2200 local, and weekends/holidays, 0830-1730 local. Fuel uplifts can be arranged outside of regular hours; however, at least two four hours’ notice is needed to set up overtime activate refueller. There are charges to pay for after-hours fueling. Fuel truck callouts costs a minimum of 240 Singaporean dollars (SGD) per call for four hours when prior notification has been given. There are also overtime charges at approximately 60 80 SGD per hour which is applicable to aircraft refueling during normal hours but the uplift is completed beyond operating hours or the uplift is scheduled after normal operating hours. Be aware that there may also be overtime charges to have your ground handler available outside of normal hours.

 

Procedure for arriving flights

For arrival in Singapore, Immigration & Checkpoints Authority of Singapore has implemented electronic arrival card (https://www.ica.gov.sg/enteringanddeparting/entry_requirements/e-arrival-card) and an Advance Passenger Screening program. It is necessary for all operators to provide advance and accurate full passport detail (consists of Full Name, Passport Number, Date of Birth, Issue & Expiry) of all passengers / crew members to ensure a seamless CIQ clearance.
In the ICAO section of your flight plan, the name of the pilot in command should always be included. There are, however, no repercussions if an operator forgets to insert crew names into the flight plan

CIQ protocol

Upon arrival passengers and crew members will be escorted to the terminal building Business Aviation Centre where luggage will be screened and Customs, Immigration, and Quarantine (CIQ)-processed. Note that you aren’t permitted to bring gum except for approved (by Singaporean authorities) oral dental or medicated gum. Also, no tobacco is permitted into the county except for an open packet of cigarettes and when crew and passengers declare and pay taxes on the tobacco product they bring into the country. It’s important to note that if any crew or passengers intend to carry more than 20,000 SGD into or out of the country, they are required to make a report on the Physical Currency and Bearer Negotiable Instruments Report (Traveler) form. There are other restrictions imposed by customs. It is best that you check the Singapore customs website prior to your arrival.

Airport security, in-flight catering, and local transport

Airport security at WSSL is good with 5 3-meter-high perimeter fencing, CCTV, controlled airside access and 24-hour patrols conducted by airport police. Private vehicles are not permitted to pick up or drop off passengers at airside or ramp area. While there’s no in-flight caterer at WSSL, your ground handler can arrange to have catering brought in from WSSS. Alternatively, you may consider sourcing catering from a local hotel/restaurant. There are usually no issues in bringing catering through airport security screening. For information on catering options, you can contact Air Culinaire Worldwide.

It’s best to arrange local transport via your ground handler – either prepaid transport (car with driver) or public taxi. You can get a free quote for ground transportation through Universal-Drivania Chauffeurs.
Seletar vs. Changi Intl

Both WSSL and WSSS are 24-hour airports of entry with full aircraft services and support available. However, from 1st January 2019, WSSL will be implementing Noise Abatement procedures from 1400 to 2300 UTC. WSSL is primarily a GA airfield and is now a level 2 schedule facilitated airport. Parking is becoming limited but manageable with hangar and compact parking options. The Airport has a new terminal with its own dedicated Business Aviation center shared by all ground handlers. Delays in clearing customs and immigration may be expected as the center can only accommodate 1 movement at a time.

WSSS is a 24 hours slots-oriented airport of entry with full aircraft services and support available. Submission of slots application must be done at least 7 days prior to ETA, subject to availability. The authority encouraged aircraft operator to do a turn-around due to airport congestion & parking constraint. Maximum duration allowed is 48 hours, due to this you may not get exactly the slots you request. WSSS is seeing a growth in commercial traffic and slots for Business Aviation is very challenging.

UPDATE: Changi Singapore (WSSS) Civil Aviation Authority of Singapore has suspended operation of all variants of the Boeing 737 MAX aircraft. As a result, effective immediately, Changi Singapore Airport (WSSS) will not be facilitating any general aviation/business aviation layovers until further notice.

Only quick turnaround operations between 0200-1000z (LT1000–1800) will be facilitated subjected to runway/bay availability. Read more about the impact of the 737 MAX gounding here.

For WSSS you may only request airport slots seven days in advance of operation and, due to airport congestion, may not get exactly the slots you request. WSSS is seeing a growth in commercial traffic and slots for Business aviation is very challenging.
WSSL closures

With effect from 1 January 2019, a night curfew has been imposed on all flights except for Medevac and emergency flights between 1400-2300UTC. This measure is intended to significantly reduce disturbance during residents’ rest hours in the neighboring housing estates.

• 0130 to 0230 UTC / 0930 to 1030 LT;
• 0400 to 0500 UTC / 1200 to 1300 LT;
• 0700 to 0800 UTC / 1500 to 1600 LT;
• 0900 to 1000 UTC / 1700 to 1800 LT.

WSSL procedures

CIQ clearance at WSSL takes place within the terminal building, and processing can be slower especially during peak traffic. There is only 1 counter and X-Ray machine to serve both arrival and departure movements. Priority will be given to departing passengers and crew. Currently, only GA traffic use WSSL, but this will change with the expected introduction of commercial turboprop operations. Aircraft parking is usually not an issue at WSSL, and power-in/power-out parking spots are available for most aircraft types. If you plan to stay more than 24 hours, however, you’ll be towed to a Compact Parking Area, but crew members do not need to be present for aircraft repositioning. Local handlers have tow bars available for most aircraft types. If you’re operating a rare aircraft model, it’s recommended to bring a tow bar with you.
Be sure to double-check operating and runway closure hours when planning a stop at WSSL. The good news is that aircraft parking will not be an issue and WSSL but some taxi and/or runway delays should be expected with the training hour restrictions and commercial turboprop operations.

Conclusion

Finding slots and parking at WSSS can be a challenge. In addition, handling costs there can be 2-3 times more than at WSSL. WSSL remains the best option for business aviation traffic into Singapore. Operators can expect more challenges, however, with the eventual introduction of commercial turboprop operations, airspace disputes between Malaysia, Indonesia and Singapore, and new night curfew.

The Latest Covid-19 Restrictions for American Travelers

Where can Americans travel right now?

If you are wondering when travelers from the United States will land again in Paris or Rome, you are not alone. In 2019, more than 19 million Americans traveled to Europe, a 7% increase over the previous year. And that was just to Europe.

Then came the novel corona virus and a slew of travel restrictions and border closings which made international travel seem like an impossible dream.

But not every country is restricting travel and some that are have exceptions for business travel. The trend is toward optimism with the US government lifting its blanket level-4 “Avoid All Travel” advisory. Keep in mind this was just an advisory: Americans were always able to leave the country at their discretion, depending on the destination.

Countries in Latin America and in the Caribbean are again beginning to welcome tourists and business travelers from the US.

Europe

Leisure travel between the EU and the US is still restricted, but new business access corridors can help business travelers enter the EU.  The good news here is, once you clear one Schengen country, the rest are accessible to travelers. There is no restriction on travel from the US to the UK, Ireland, or other non-Schengen countries. So, the UK-France access corridor leaves the possibility for US and third-country nationals to enter the EU indirectly. There are still rumors that France may reciprocate the UK quarantine requirement, but it hasn’t happened yet.

Regardless of the destination, American travelers should check that their insurance policy has good international coverage and that it includes COVID-19 treatment.

Latin America and the Caribbean

For both business and leisure travelers, Latin America and the Caribbean provide plenty of travel opportunities for Americans. Consider that even the countries closed to leisure travelers, may have exceptions for those travelling on business. And who says you can’t mix business with pleasure?

The following countries are open to US travelers with a few stipulations, i.e. a negative PCR test: Antigua, Bermuda, Aruba, Bahamas, Barbados, Brazil, Costa Rica, Dominica, Dominican Republic, Ecuador, Grenada, Haiti, Honduras, Jamaica, Mexico, Puerto Rico, St. Bart’s, St. Lucia, St. Maarten,  St. Vincent, Grenadines, Turks and Caicos,  US Virgin Islands. Belize will reopen for tourism on October 1, 2020.

Asia-Pacific

Hong Kong still restricts travel to non-residents from any location other than mainland China, Macau, and Taiwan.

Japan is even more strict, barring US citizens, even those with resident status in Japan, from entering the country.

Taiwan has announced it will open to foreign tourists sometime after October 1, 2020. Business travelers can enter Taiwan but must undergo a five-day quarantine and meet a few conditions, including authorization from Taiwan’s Central Epidemic Command Center (CECC). Starting September 15, 2020, non-Chinese citizens can take a direct China-bound flight, provided they can produce a negative test result issued within prior to boarding.

Middle East

The United Arab Emirates have opened the country to business and leisure travelers who test negative for the virus before departure. Tests are also administered upon arrival at the Jetex VIP Terminal, with results ready within a few hours.

Travelers to Egypt must have valid health insurance and complete a health declaration. American travelers maybe need to submit a negative test before entry. Our Jetex Trip planning team has the most up-to-date information on this.

Flights into Lebanon are open for passengers who have proof of a negative PCR test. Travelers will again be tested upon arrival.

Return Trip

Returning home is another consideration. And, there are some restrictions when traveling from one state to another.  Some states require a 14-day quarantine.  Others have no quarantine requirement at all.

International travel is tricky, but for those with access to private jets, private terminals, and a trip planning team invested in your success, it is certainly possible. And just imagine how lovely Paris and Rome are without the crowds.

Tourists coming from third countries such as the United States and Canada must have valid proof of accommodation and tourist activity, as well as show proof of a negative Polymerase Chain Reaction (PCR) test and should self-isolate for seven to 14 days.

AMC (Acceptable Means of Compliance)

AOC (Air Operating Certificate)

The approval granted from a National Aviation Authority (such as the Civil Aviation Authority in the United Kingdom) to an aircraft operator to allow it to use aircraft for commercial purposes. This requires the operator to have a system in place to ensure the safety of its employees and the general public. The certificate will list the aircraft types and registrations to be used, for what purpose and in what area-specific airports or geographic region.

AOG (Aircraft on Ground)

Aviation maintenance term indicating situations where aircraft are grounded due to technical failures serious enough to prevent them from flying.

APU (Auxiliary Power Unit)

Device which provides power to start the main engines of an aircraft. APUs are also used to run accessories such as cabin lighting and temperature control before the engines are started.

ATC (Air Traffic Control)

Service provided by ground-based controllers who direct aircraft on the ground and through controlled airspace. The primary purpose of ATC systems is to prevent collisions, organize and the flow of traffic and provide support for pilots.

CAA (Civil Aviation Authority)

The statutory corporation which oversees and regulates all aspects of aviation in the UK. Responsibilities include licensing of flight crew, aircraft engineers and air traffic controllers and regulation of Air Operator Certificate (AOC) Holders.

Cabotage

The transport of goods or passengers between two points in the same country by an aircraft registered in another country. Often used in the context of “cabotage rights”, an operator’s right to operate within the domestic borders of another country.

Charter

When an individual rents an entire aircraft as opposed to buying individual seats on a commercial flight. The journey is typically unscheduled.

Commercial

Relates to any flight where payment is made for the service. For example, if you pay an operator to fly via chartered jet this is classified as commercial; however, if you were to travel in your own aircraft this would be classed as private.

Dispatch

Tasks relating to the operations of flight planning before a journey takes place, as well as monitoring the flight once it is in progress.

Dry Lease

Leasing arrangement whereby an aircraft financing entity provides an aircraft without insurance, crew, ground staff, supporting equipment, maintenance, etc. Dry leases are typically used by leasing companies and banks, requiring the lessee to put the aircraft on its own AOC and provide aircraft registration.

EASA (European Aviation Service Agency)

European Union agency with regulatory and executive authority in civil aviation safety. Responsibilities include analysis and research of safety, authorization of foreign operators, advising on EU legislation, implementing and monitoring safety rules, safety inspections, and certification of aircraft and components.

EBACE (The European Business Aviation Convention & Exhibition)

Annual air show in Geneva focused on business aviation, with attendees from all over the world held in May.

Empty Leg

Empty aircraft on a return flight or outbound positioning of a booked trip.

FAA (Federal Aviation Administration)

Government body for the United States civil aviation industry. Their responsibilities include construction and operation of airports, air traffic management, and the certification of personnel and aircraft.

FBO (Fixed-Base Operator)

Service center/terminal for aircraft. The FBO may be a private enterprise or may be a subsidiary of the airport or municipality it serves. FBOs often provide services such as fueling, parking, aircraft maintenance and customs.

FO (First Officer)

The second pilot (or co-pilot) of an aircraft. The first officer is second-in-command of the aircraft to the captain who is the legal commander. In the event of an incapacitation of the captain, the first officer takes command of the aircraft.

Handling Agent

Company which performs ground handling, which is the servicing requirements of an aircraft between the time it arrives at a terminal and the time it departs on its next flight. Common examples of ground handling services are loading and unloading of aircraft, cabin cleaning, pushbacks and passenger handling.

High Density Airports

Airports with high levels of traffic volumes, often serving commercial, military and cargo flights.

PPR (Prior Permission Required)

An expression used to indicate that permission from the appropriate authority must be obtained before certain aeronautical activities (most often take-off or landing) can be carried out.

PPS

Flight planning software for private and commercial business aircraft operators, regional/charter/cargo/national airlines as well as military/utility operators. Used by dispatch team for ATC filings.

Pushback

When an aircraft is pushed backwards away from an airport gate by external power.

Receiving Party

A local contact who can verify the identity of the passengers and the purpose of flight.

UTC (Universal Time Coordinated)

Previously known as Greenwich Mean Time (GMT), UTC is a time standard used for flight plans and time stamps. The Bureau International des Poids et Mesures (BIPM) maintains UTC, which is also called Coordinated Universal Time, “Zulu Time” or “Z time”.

VAT (Value Added Tax)

A tax on the amount by which the value of an article has been increased at each stage of its production or distribution. Jetex can offer VAT exemption on fuel for a range of EU countries when customers use the Jetex fuel network.

Wet Lease

Leasing arrangement whereby an airline (lessor) provides an aircraft, complete crew, maintenance, and insurance (ACMI) to another airline (the lessee), which pays by hours operated. The lessee provides fuel and covers airport fees, and any other duties, taxes, etc.

Zulu Time

Denomination of Coordinated Universal Time (UTC, synonymous with GMT), the primary time standard by which the world regulates clocks and time. This ensures all pilots regardless of location are using the same 24-hour clock, thus avoiding confusion when flying between time zones. In aviation, the UTC time zone is sometimes denoted by the letter Z, or Zulu Time after the NATO phonetically alphabet word for the letter Z.

Novel Coronavirus Outbreak: What Airports Around The World Are Doing To Mitigate Risk

On March 11, 2020, the World Health Organization has officially categorized the novel coronavirus (COVID-19) as a pandemic. We now look at what it means to the travel and tourism industry, and what needs to be taken into consideration when making travel arrangements.

As of July 2020, the following countries have implemented special procedures related to international travel to mitigate the spread of COVID-19:

ALBANIA

Albania has shut down its borders on March 16, with restrictions on flights to/from Italy, Greece and United Kingdom.

ALGERIA

Algeria has temporarily halted air and sea travel to/from Europe as of March 19. The North African country has earlier stopped flights to/from China and Morocco.

AUSTRIA

Entry is permitted for individuals coming from European Union member states, Schengen countries and Andorra, Monaco, San Marino, the Vatican or the United Kingdom. However, incoming travelers must show a medical certificate confirming they are COVID-19 negative. The certificate must not be older than four days at the time of entry and must be in German or English. Travelers who cannot provide a medical certificate must self-isolate for 14 days.

BANGLADESH

Passengers arriving from China are screened via thermal scanners to detect fever and are required to fill out and submit health cards. They are asked to contact Bangladesh’s Institute of Epidemiology, Disease Control and Research (IEDCR) if they develop a fever within 14 days from date of arrival. If any traveler has a fever higher than 100  ̊F (37.7  ̊C), the passenger will be quarantined in an observation room at the airport. Travelers will be moved to Kurmitola General Hospital, if necessary.

Canada is only accepting travelers who are:

CHINA

Entry to China is temporarily restricted for foreign nationals holding visas issued before 28 March 2020, residence permits, or Asia-Pacific Economic Cooperation (APEC) Business Travel Cards.

Exemptions are made for the following inbound travelers:

All passengers must undergo a 14-day quarantine period at hotels elected by the government.

Crew can rest on the aircraft for a maximum of five hours. Crew members entering the country are also mandated to undergo a 14-day quarantine period at hotels vetted by the government.

Both passengers and crew are not allowed to leave or exit the aircraft during technical stops.

CROATIA

Citizens and permanent residents of EU countries and European Economic Area territories can enter Croatia without restrictions. Travelers coming from third countries such as the United States and Canada must have valid proof of accommodation and tourist activity, as well as submit a negative Polymerase Chain Reaction (PCR) test and should self-isolate for seven to 14 days.

EGYPT

Passengers must fill out a health form, have their temperature checked and must be covered by health insurance throughout their travel.

ETHIOPIA

Ethiopia is applying strict measures to prevent nCov from entering and spreading in the country. At Addis Ababa Bole International Airport (HAAB), passengers flying from Wuhan and other Chinese cities are being screened. Two thermal screening facilities have been established at HAAB, and Tikur Anbessa Hospital and Saint Paul’s Millennium Medical College are ready to provide medical services if required.

FRANCE

From 15 June 2020, travelers from the following European countries will be allowed entry to France without the need for an international travel certificate and without mandatory quarantine:

Travelers coming from the United Kingdom will be allowed entry but must still comply with a 14-day quarantine period.

From 21 June 2020, restrictions on travelers coming from Spain by air will be lifted but inbound travelers must still observe a 14-day isolation period upon arrival.

Tourists from countries that have mitigated the virus, such as Australia, Canada, Japan, New Zealand and South Korea, can also enter France.

GHANA

The Ministry of Health is screening all passengers – both arriving to and departing from Ghana airports. No further actions are being taken so far.

GREECE

Since June 15, Greece has lifted restrictions to allow tourists to enter the country. Travelers from EU countries, Switzerland, Norway, Lichtenstein, Iceland and EU-approved third countries can enter Greece. All travelers must fill out the Passenger Locator Form before arrival.

HONG KONG

Entry to Hong Kong is restricted for all non-residents.

From 25 March 2020, Hong Kong residents must have the following documents to enter:

INDIA

Major international airports in India are on high alert and are screening all passengers. People who have shown symptoms of the coronavirus have been quarantined in different cities, including Mumbai, New Delhi and Hyderabad.

IRELAND

Passengers need to self-quarantine for 14 days after arrival, as well as fill out a form (https://www2.hse.ie/file-library/coronavirus/covid-19-passenger-locator-form.pdf) with information about the local accommodation they will be staying at throughout their trip.

ITALY

Inbound Travelers

EU Passport Holders

From June 3, inbound travelers with EU passports and are coming from an EU country can freely enter Italy. EU passport holders are not required to declare their reason for travel upon arrival.

The above guidelines apply to EU travelers flying to and from the following territories:

Non-EU Passport Holders

From June 3 to 15, non-EU passengers and crew will be allowed entry for work-related purposes and must complete a self-declaration form.

If they need to stay for more than 72 hours, inbound travelers must self-quarantine, provide their hotel/accommodation address and contact number, and inform local health authorities of their presence in the country.

The 72-hour limit can be extended for another 48 hours for valid reasons such as work, emergency and health.

Outbound Travelers

Travel to EU country

EU passport holders traveling to any EU country can depart from Italy without the need to accomplish a self-declaration form with their reason for travel but are subject to country of arrival regulations.

Non-EU passport holders traveling to any EU country must complete a self-declaration form.

Travel to non-EU country

Passengers and crew (whether EU or non-EU passport holders) departing from Italy to a non-EU country need to declare their reason for travel.

NOTE: Travelers heading to Sardinia must undergo a mandatory 14-day quarantine upon arrival. Operators must collect and declare passenger information, including names, identifying documents and address.

JORDAN

All passengers who have been to China, Italy, South Korea and/or Iran in the past 14 days are not allowed to transit or enter Jordan. Only delegates and diplomats who have been to China and/or Italy in the past 14 days are exempted.

Jordanian nationals and their wives and children who hold foreign passports are exempted from these restrictions and can enter Jordan, provided that their information is forwarded in advance via email to transit section at Queen Alia International Airport (AMM, OJAI).

KOSOVO

Quarantine is not required but passengers are advised to take the RT-PCR test. Travelers may have their health checked upon disembarkation.

KUWAIT

The Kuwait Ministry of Health is taking precautionary measures at all arrival ports. The Ministry of Health will be working with the Ministry of Interior (Ports and Passports Department) to implement precautionary measures and installation of thermal cameras, in addition to ensuring the preparedness and availability of health clinics and isolation rooms at the airport. Airport personnel will also be provided with protective equipment such as gloves and masks.

The Directorate General of Civil Aviation will be monitoring passengers arriving at Kuwait International Airport, in compliance with instructions issued by the Ministry of Health, and will refer passengers to examination, if deemed necessary.

UPDATE: Kuwait has suspended all flights to/from Singapore, Japan, South Korea, Iran, Thailand, Italy and Iraq.

LEBANON

Travelers must submit a negative RT-PCR test result taken 96 hours before the flight. Upon disembarkation, another type of exam will be carried out at the airport. Tourists must also have health insurance to cover any COVID-19 treatment costs.

MACAU

Arrivals

All passengers and crew arriving in Macau must fill out and submit health declaration forms to Immigration Offices. The forms will be distributed by ground handling agents or can be accessed and accomplished online by passengers and crew. Please click this link to access the form.

All passengers and crew will undergo temperature checks. Persons with a temperature lower than 37.5°C can enter Macau, but persons with temperature higher than 37.5°C will be directed to the Macau Health Bureau.

Departures

All passengers and crew will go through temperature checks. Persons with a temperature higher than 37.5°C will not be allowed to exit Macau and will be directed to the Macau Health Bureau.

Inbound travelers who have been to the following countries in the last 14 days will be subject to respective procedures:

Hubei Province, China Entry will be denied, unless the person has a valid certificate confirming they do not have COVID-19.
South Korea The concerned person will need to undergo a 14-day medical observation at a designated venue in Macau.
Italy and Iran The concerned person will need to undergo a 14-day medical observation at a designated venue in Macau.
Germany, France, Spain or Japan The concerned person will need to undergo a medical examination, with possibility of a 14-day quarantine at the discretion of health authorities.
Areas with high cases of COVID-19 The person under investigation must go through six to eight hours of medical observation, with possibility of compulsory quarantine.

Inbound travelers who are Macau residents will be observed at a local venue approved by health authorities, while non-Macau residents will be observed at a designated hotel. Hotel fees will be shouldered by non-Macau residents.

MALDIVES

On July 15, Maldives opened its doors to all global travelers, including United States citizens. Quarantine is not needed upon arrival at Velana International Airport (MLE, VRMM) in Male, and travelers do not have to show proof they tested negative for COVID-19. However, temperature checks can be done upon arrival and anyone exhibiting COVID-19 symptoms will have to undergo an RT-PCR examination. Upon arrival, travelers also need to fill out a health declaration form and they will receive a 30-day tourist visa. Tourists can only stay on resort islands and must spend their entire holiday in one registered establishment.

MEXICO

Upon arrival, travelers must submit a form to the immigration desk to indicate if they had contact with anyone who has COVID-19, if they have relevant symptoms, and which countries they visited in the last 14 days. To complete the form, visit afac.hostingerapp.com.

MONTENEGRO

Travelers from EU countries and third countries with low numbers of COVID-19 cases can travel to Montenegro.

MOROCCO

All international flights to and from Morocco have been suspended until further notice. VIP flights with authorization from the Ministry of Foreign Affairs of Morocco can be exempted.

MOZAMBIQUE

Authorities are monitoring suspected passengers through thermal screening and they issued preventive procedures to avoid this virus.

NIGERIA

The Federal Airport Authority of Nigeria (FAAN) has positioned scanners in all airports to screen inbound passengers. Authorities have also emphasized the need for environmental and personal hygiene.

OMAN

Oman’s Ministry of Health has set up their own 24-hour clinic at the arrival terminal. All inbound passengers, especially those coming from China, are undergoing thermal screening.

In addition, all passengers who have been in China for 14 days will have to sign the arrival declaration form.

UPDATE: Oman has suspended flights to/from China following increasing coronavirus cases around the world.

PAKISTAN

Authorities have started screening all passengers and applied the following preventive actions at major international airports:

PHILIPPINES

Authorities have activated the “Communicable Disease Preparedness Procedure” across all international airports. This includes preventive measures that follow guidelines set by the International Civil Aviation Organization (ICAO) and WHO.

Although quarantine and screening are routine procedures in Philippine airports, there is heightened security and monitoring on all arriving passengers.

On January 23, the Civil Aeronautics Board (CAB) has declared an indefinite suspension of flights between Wuhan, China and the Philippines. All airlines with flights coming directly or indirectly from China need to obtain a health declaration checklist from the Bureau of Quarantine. Passengers must fill out the checklist prior to disembarkation.

RUSSIA

Russia has closed its borders and restricted entry of all foreigners into its territory until further notice. Exemptions are granted to the following:

SAUDI ARABIA

The Saudi Civil Aviation Authority, in cooperation with the Health Ministry, is enforcing precautionary and preventive measures against the virus. The Saudi CAA has instructed airports and airlines operating in the Kingdom to take the “necessary health precautions” for incoming travelers, especially those coming from countries where coronavirus cases have been confirmed.

UPDATE: Saudi Arabia has temporarily stopped the operations of its state-owned airline, Saudia, to/from China. The Kingdom has also restricted its citizens and residents from traveling to China, while an entry ban is imposed on travelers going back to Saudi from China. In addition, Saudi Arabia is restricting foreigners from making pilgrimages to Mecca and Medina, and will only be allowing citizens and residents to visit the holy sites.

SERBIA

Travelers do not need to submit COVID-19 tests or self-quarantine to enter the country.

SEYCHELLES

Travelers coming from low- and medium-risk countries are allowed entry to Seychelles. However, incoming travelers must show proof of a negative PCR test no older than 72 hours from their date of travel. All arrivals will undergo temperature checks, random swabbing and symptom checks.

SINGAPORE

All passengers and crew of business aircraft operating into Singapore must make a health declaration before they can get permission to depart for Singapore. Any passenger or aircrew member who declares themselves to be unwell – has a pneumonia or respiratory symptoms such as coughing, runny nose, sore throat or shortness of breath – will be considered as a patient, and the flight will be considered and operated as a medical evacuation (medevac) flight.

These patients arriving on medevac flights must test negative for COVID-19 from the source country before they are allowed to fly into Singapore. They need to have a hospital in Singapore to receive them and a risk assessment of the patient must be submitted to the said hospital.

Non-Singaporean business aviation passengers and aircrew members on non-medevac flights who have a fever or symptoms of any respiratory illness upon arrival will not be allowed entry. The business aircraft will be mandated to turn around at the soonest possible time.

Singaporeans, Permanent Residents and Long-term Pass holders arriving on these flights must undergo screening, which may include a COVID-19 swab test, before entry is allowed.

SOUTH AFRICA

Passengers are being screened through a thermal scan. No additional procedures or restrictions are being implemented so far.

SPAIN

Spain has reopened its borders to European Union and Schengen member states from 21 June 2020.

Shortly after, it extended its re-opening to third countries that are part of the EU-approved list. Travelers must go through temperature scans and fill in a public health form which must be presented upon arrival.

TANZANIA

Since June 2020, Tanzania has lifted restrictions on international tourists and regulated tourist entry under normal visa regulations. Self-quarantine is not required, but tourists must go through temperature and health checks, as well as observe social distancing and wear masks in designated places.

THAILAND

Arriving passengers who have been to countries listed below must fill out and submit health certificates:

All passengers and crew coming to Thailand from these countries are required by law to not go to crowded areas exposed and to wear a surgical mask in public.

TUNISIA

Authorities have begun implementing preventive measures in Tunisian airports, in coordination with WHO. No cases of coronavirus have been confirmed in Tunisia as of this time.

TURKEY

All passengers and crew undergo medical screening upon arrival.

UKRAINE

Travelers must complete a 14-day quarantine if coming from countries with more than 40 cases of COVID-19 per 100,000 inhabitants. Travelers must also have health insurance to cover any medical expenses.

UNITED ARAB EMIRATES

Tourists are only allowed to arrive via Dubai Airport. In addition to an entry visa, travelers must present an insurance certificate that includes coverage for COVIDs-19 or a statement that he/she will bear any costs of treatment and isolation.

Visitors must carry a certificate proving that he/she took the real-time reverse transcription polymerase chain reaction (RT-PCR) test within 96 hours before departure and that he/she was negative. Passengers can take the test at the airport upon arrival but must be isolated until they receive the result.

UNITED KINGDOM

The UK currently does not impose travel restrictions but require incoming travelers to undergo a 14-day self-quarantine period and to submit a completed “Public Health Passenger Locator Form” to immigration upon arrival.

Passengers can get the form before departure at https://visas-immigration.service.gov.uk/public-health-passenger-locator-form and have up to 48 hours before their travel to fill it out.

Passengers will receive a digital certificate indicating their passport details upon submission of the form. Passengers are advised to keep a print or digital copy of the digital certificate as UK Border Force officials will inspect it upon their arrival at the Immigration checkpoint.

UNITED STATES

The United States does not allow entry for foreign nationals who have been to the following countries/regions in the last 14 days:

US citizens, lawful permanent residents, certain family members and other individuals who meet specific exceptions (e.g., foreign diplomats and immediate family members of US citizens and lawful permanent residents) can still enter.

VIETNAM

Vietnam has suspended air travel to and from China.

INCREASING NUMBER OF PRIVATE JET INQUIRIES

An executive of a Hong Kong-based business aviation group has said the company received an influx of inquiries on private flight charter requests, mainly for travel departing from China or Hong Kong. However, the company is unable to meet the requests due to international travel restrictions on China and its special administrative territories.
